TOSM Competitiveness Manager

Purpose of the job:
Responsible for the Tram & Metro systems within the Train Operations and System Maintenance (TOSM) department in the Services Product Line:
- Creating, maintaining, and delivering reference libraries and their continuous monitoring versus Quality, Cost & Delivery (QCD) objectives
- Managing competitiveness plans on the platform’s products, reference libraries, and reference solutions: driving during product development, implementation during tender preparation, monitoring during project execution
- Supporting pre-tendering / tendering activities and start of projects with reference libraries.
- Collecting Return of Experience on relevant Projects
Key accountabilities
Competitiveness on Reference Library
- Assisting the Product and/or Solution Manager in developing, implementing, and continuously reviewing the Reference Library regarding Quality, Cost & Delivery aspects: allocating responsibilities, tracking the achievement of cost targets for each contributor, and updating the Reference Library with confirmed cost variations.
- Delivering competitiveness action plans on behalf of the Product and/or Solution Manager, including developing and presenting business cases for new competitiveness initiatives.
- Providing support to the Product and/or Solution Manager for costing activities, including quick costing estimations during pre-tendering.
- Preparing and presenting Reference Library reviews (with Competitiveness Director), according to standards and schedules.
- Adjusting the dimensioning tool according to user or RFP requirements to enhance the Reference Library's competitiveness and usability.
Competitiveness on Tenders and Projects
- Supporting the TOSM cost manager (when existing)
- Assisting the TOSM Platform during pre-tendering and tendering stages by providing quick cost assessments, target costs, and target allocations using a top-down approach with data from the Reference Library.
- Holding reviews with bid cost managers to ensure QCD offering aligns with Reference Library.
- Conducting gap analysis during the tender stage to assess quotation relevance.
- Monitoring gaps between Reference Library and Tender solution, proposing new competitiveness actions to reach target costs.
- Supporting Projects on cost analysis and competitiveness action plans (task force, assessment, Design to cost activities).
Return of Experience
- Participating in analysis/benchmark of competition offering with the Services Product Line Market & Portfolio director
- Ensuring ROE of projects is integrated into the Reference Library (cost, planning, etc.) and reorienting action plans if needed, in coordination with TOSM Platform members.
Educational Requirements
- Engineering degree and/or Business School
Experience
- Minimum 5 years of industry experience
- Proficiency in Excel
Competencies and Skills
Technical:
- Project Management and/or Industry background
- Ability to recognize product and associated costs, and understand operational flows (engineering, manufacturing, industrial, etc.)
- Understanding of internal enterprise processes: Tenders, Projects, Engineering, Industrial, Sourcing, Quality, and their interfaces
- Proficient in financial software packages and capable of configuring them
- Ability to modify Excel formulas, VBA macros, and Python code
- Awareness of financial rules and contractual aspects (bonds & guarantees)
- Good communication skills (presentations, synthesis, relationship with contributors)
- Comfortable in an international, multicultural environment
- Fluent in English (spoken and written)
