Open to contractual candidates: Yes, on a derogatory basis compared to civil servant applications. Contracts can be up to three years, renewable up to six years. Full-time work. Remote work: Yes. Management: No. Experience desired: Confirmed.

Job Overview

The Environment Department of the Melun Val de Seine Agglomeration Community manages water and sanitation networks, waste, and GEMAPI missions. It operates a network of 590 km in sanitation, 8 treatment plants, 610 km of drinking water pipelines, and 19 production facilities. The role involves overseeing public markets, works (€115M), and project management.

The technician will be part of a team of four, reporting directly to the Head of the Works and User Relations Unit. Main missions include:

  • Asset knowledge: hierarchy, diagnostics, service level proposals, data synthesis, intervention prioritization, cost/opportunity analysis, work program proposals, and implementation.
  • Preliminary studies related to projects: data analysis, diagnostics, technical feasibility assessments, network dimensioning, and future needs estimation.
  • Communication and consultation: liaising with municipalities, public bodies, and managing communication plans.
  • Technical and environmental options analysis, market offer evaluations, and drafting market documents.
  • Project planning and coordination: monitoring progress, guiding work execution, and ensuring safety and compliance.
  • Consultation with network managers, external partners, and analysis of technical documents.
  • Cost estimation, economic and financial feasibility studies, and budget participation.
  • Work control and evaluation: quality checks, administrative compliance, and budget monitoring.
  • Safety and signage verification on sites, including safety measures and as-built plans updates.
  • Participation in service indicator monitoring, activity reporting, and market updates.

Specific Skills Required

  • Knowledge of regulations, standards, and procedures related to sanitation and drinking water.
  • Proficiency in water and sanitation treatment techniques.
  • Familiarity with IT tools (office, specialized software, GIS).
  • Experience in managing works on wet networks.
  • Understanding of local government legal environment and public policies.
  • Valid driving license (B).

Additional Requirements

  • Availability for meetings with delegators, site visits, and project meetings.
  • Ability to temporarily replace other technicians if needed.
  • Mandatory use of protective equipment and vaccination.
