Job Description:

The Regional Facility for Teachers in Africa (RFTA) is an EU-funded project aiming to address challenges within the teaching profession in Sub-Saharan countries. It will be implemented by a partnership of three EU Member State Agencies (Expertise France, Enabel, and EDUFI). The project duration is from 01.02.2024 to 31.01.2027 (36 months) with a budget of 46 million EUR. A second phase of 36 months and 46 million EUR is planned following the initial phase. Expertise France is the coordinating agency, responsible for ensuring smooth start and overall implementation.

Objective of the assignment: The inception phase, lasting 6 months from February 1, 2024, aims to recruit the project team, establish coordination mechanisms, ensure shared understanding among stakeholders, develop operational and budgetary plans, and set up governance structures. The consultancy will support these activities, focusing on establishing a solid operational and technical management framework and initiating project activities.

Key activities and deliverables include:

  • Recruiting the EF team
  • Setting up project management tools and processes
  • Establishing coordination and governance mechanisms
  • Initiating project activities

Background: Teachers are a significant investment in African education systems. Challenges faced include management, planning, governance issues, and service delivery quality. The EU launched the Regional Teacher Initiative for Africa (RTIA), aiming to improve teacher quality, governance, and professional development, aligned with SDG 4 and continental strategies.

Objectives of RFTA: To provide technical assistance, promote innovation, increase data use, and foster regional cooperation through three 'windows' focusing on governance, scaling effective programs, and research. Knowledge sharing and communication are also key components.

Required experiences and skills:

  • Master's degree in relevant fields or equivalent experience
  • At least 10 years of relevant experience in education projects in Sub-Saharan Africa
  • Deep understanding of teacher policies and systems
  • Familiarity with AU and UN education initiatives
  • Capacity for stakeholder engagement and coordination
  • Knowledge of EU grant procedures and Expertise France tools
  • Excellent interpersonal skills, flexibility, and ability to work under pressure
  • Fluency in English; French and other African languages are assets
