Description of the Position

ASN is the global leader in delivering turnkey submarine networks, offering a comprehensive range of services and product manufacturing, collaborating closely with a network of suppliers with an annual spend of approximately €800 million.

The Purchasing organization works in close collaboration with Project Management, Industrial, and Marine teams to develop sourcing strategies for third-party services.

The successful candidate will be responsible for purchasing marine services related to permits for telecom cable installation and marine survey services worldwide, working with carefully selected third-party suppliers in coordination with Project Managers, Legal, Insurance, HSE, Taxes & Compliance departments, and the Technical Competence Center.

• Main categories include: marine permits (governmental permits) and terrestrial telecom cable station services.
• Develop annual sourcing strategies aligned with projected activities to ensure timely project delivery within budget, and meet KPIs such as savings, payment terms optimization, supplier availability, quality, and HSE standards.
• Implement and manage processes including legal contract management, make-or-buy strategies, tactical procurement sourcing (RFI, RFQ), supplier screening, negotiation, and utilization of preferred suppliers.
• Validate purchase requests and orders before work commencement.
• Perform Supplier Risk Assessments, Business Reviews, and Scorecards, ensuring supplier qualification and compliance with local legal and HSE requirements.
• Coordinate supplier training and manage mitigation strategies.

Candidate Profile

• Ability to support cross-project collaboration across teams.
• Change management skills.
• Excellent oral and written communication in French and English.
• Proficiency in Microsoft Office 365 (Excel) and SAP.
• Ability to multitask across multiple projects.
• Experience in supplier ecosystem screening and competitive bidding.
• Strong negotiation skills and utilization of negotiation tools.
• Knowledge of supply contract legalities.
• Willingness to travel.

Experience in purchasing within the Oil & Gas or maritime industries is preferred.
