Qualifications

  • Minimum 3 ans d'expérience dans la gestion de la chaîne d'approvisionnement.
  • Connaissance des processus SCM et des outils associés.

Position : Subcontract Engineer

Type de Projet : Oil & Gas (Offshore)

Rôle :

  1. Responsible for the worldwide management of Sourcing actions to secure new opportunities and partnerships with suppliers for the dedicated Category.
  2. Coordinate with other disciplines (Engineering, QA, QC & HSE) to ensure all requirements are included in pre-qualification and tender documents – including contractual flowdowns - and prepare/issue the Request for Quotation to the suppliers of the Bidders list using SAP Ariba tool.
  3. Ensure the review and the clarification of all bids, running contractual, commercial and schedule analysis and coordinating with other disciplines for on-time review and clarification of technical, quality and HSE sections.
  4. Responsible and accountable to finalize the bid summary and make the recommendation to the Project SCM Manager and to the Project Manager.
  5. Perform commercial negotiation and ensure the best deal for the contractor.
  6. Prepare the Subcontract document.
  7. Prepare the Supplier Commitment Approval (SCA) and the contractual deviation matrix for Management approval.
  8. Create PR & PO in SAP and expedite their approval.
  9. Ensure Subcontract signature in Docusign.
  10. Understand the requirements of the Project (scope of work, delivery schedule, budget, flow-down conditions) and how the PO integrates in the Project execution plan and interfaces with other Project activities.
  11. Understand the product and the execution strategy of the Supplier, its procurement and subcontracting strategy, the key engineering and manufacturing steps and the associated risks.
  12. Understand the risks of the PO and proactively develop mitigation measures with the relevant project stakeholders.
  13. Communicate priorities to Project stakeholders and expedite their actions, promptly reacting on delays.
  14. Organize necessary audits, KOM and PPMs, monitor and expedite the progress of the Supplier documentation and the timely treatment of Technical Queries, Deviation Requests and Non-Compliance Reports.
  15. Raise the awareness of the Project Team on PO issues that could affect the performance of the Project and lead their resolution with the support of the relevant project stakeholders.
  16. Report to the Project SCM Manager and be the focal point of contact with the Supplier for all commercial, contractual, progress and coordination matters.
  17. Liaise with the Package Manager to understand the interfaces of the PO with other project activities and include the associated constraints in the contract.
  18. Coordinate and liaise with other functions that have a contributing role to the final delivery of PO.
  19. Work in straight collaboration and team spirit with the Technical Owner and the Quality Owner and develop a sense of co-ownership for the delivery of the PO.
  20. Be the PO Owner, mobilizing and coordinating all necessary resources inside and outside the Project to ensure the safe, timely, on budget and compliant delivery of the PO.
  21. Prepare and issue the shipment documentation to the transit agent and ensure a close relation with the transit agent to allow the anticipation of the release of the goods.
  22. Check Suppliers invoices and the final account, obtaining the corresponding close out certificate from Suppliers.
  23. Organize the Lessons Learnt sessions and reports during the execution of the PO and/or at the end of the PO.
  24. Follow SCM processes and implement and use SCM department tools.

Compétences attendues :

  • Language: Fluent in English.
  • Experience: Oil & Gas industry background, experience in SCM is mandatory.
  • Software: MS office tools mandatory.
  • Good communication skills, proactive.
