The Collectif pour le Patrimoine des Comores (CPC) is seeking a structural engineer for several short-term missions during the months of July, August, and September 2025.

1. About Us

Active for the past 20 years in safeguarding and promoting the heritage of the Comoros, the Collectif pour le Patrimoine des Comores (CPC) is committed to the restoration and enhancement of one of the country’s major heritage monuments, the Palace of the Sultans, known as Ujumbe of Anjouan, Union of the Comoros.

From March 2025 to May 2026, under an implementation partnership agreement with UNESCO and with support from other partners, CPC will implement a major project focusing on the restoration of the Ujumbe and a series of awareness and consultation activities with local communities to promote heritage and consider the future of the site.

2. Profile Sought

This major project requires the involvement of a structural engineer specialized in the restoration of built heritage in the Swahili region. The engineer will assess the building’s condition and structural issues, and propose appropriate methodologies, working closely with CPC’s architect, the local engineer, master masons and carpenters, as well as experts in the restoration of painted decorations (ornamented beams) and stucco work.

The candidate must have experience in the conservation and restoration of historic buildings, ideally within the Swahili cultural area, and experience working with traditional knowledge holders in contexts with limited human, technical, and financial resources, as well as within international and sub-regional cooperation frameworks. A minimum of 5 years of experience is preferred.

3. Objectives and Scope of the Mission

The requested expertise concerns three specific structural elements to be restored in accordance with authenticity and integrity criteria required for UNESCO World Heritage inscription:

  • Repairing the upper slab of the ground floor, which was lowered in height in 2017.
  • Reconstructing the collapsed vestibule roof terrace (collapsed in 2008) and the parapet walls.
  • Restoring the roof terrace area surrounding the skylight.

The engineer will provide expertise in the following areas:

  • Inspecting the existing structural support system and analyzing the damage by severity;
  • Diagnosing issues related to the roof slab and justifying proposed actions (demolition, lightening, reconstruction);
  • Recommending safe methods for dismantling the roof slab, ensuring worker and pedestrian safety, and minimizing risk to the structure;
  • Producing a complete plan for propping and bracing during substructure works;
  • Defining the necessary works and justifying them within the context of protecting the historical monument, specifically:
  • The slab itself;
  • Existing and new beams;
  • The collapsed section of the parapet.

For all proposed interventions:

  • Define the organizational structure of the site and plan the phases of structural intervention;
  • Finalize the list of materials and quantities required for the site;
  • Establish the work schedule.

On-site Missions

The mission will require one or more visits to the Ujumbe site between July 2025 and May 2026:

  • Conduct a preliminary assessment mission in July 2025;
  • Perform site visits for launch, monitoring, and final delivery of the works according to the execution schedule between July and September 2026;
  • Travel, accommodation, per diem, and fees will be covered.

All travel and accommodation expenses (per diem) will be fully covered by CPC, in addition to the engineer’s professional fees.

  • During the mission: regular reports in coordination with other stakeholders;
  • At the end of the on-site mission: a draft mission report detailing the mission progress and objectives achieved, including a roadmap for construction stakeholders;
  • Post-mission: within two months, submission of a detailed and illustrated technical report addressing all the points mentioned above.
