Job summary

WOAH in Paris, headquarters, is seeking a Budget Controller to drive budget preparation, monitoring and control across units, ensuring compliance with procedures and timely reporting.

The role requires a Bachelor’s in finance or related field, 2+ years in budget management, strong Excel skills, and proficiency in English and French. Full-time, based at WOAH HQ in Paris with long hours at a desk environment.

Qualifications

• Higher education qualification in finance, management control or administrative management (minimum Bachelor’s degree or equivalent).
• At least two years of professional experience in general and cost accounting and/or budgetary management control.

Responsibilities

• Budget preparation and development: assist units/departments in annual and multi-year budgets; analyse proposals and verify consistency with priorities and budgets.
• Monitoring budget execution in Procure to Pay (P2P): input/validate data, verify allocations, monitor expenditures and variances, close purchases in P2P.
• Budgetary control: verify availability of appropriations, ensure consistency between expenditure and approved budgets, review transfers or reallocations.
• Support to units/departments: be the focal point, advise on budget procedures, assist with missions, reimbursements and P2P processing.
• Budget reporting and analysis: interpret monitoring data, produce execution analyses and forecasts, support audits and reporting to governance bodies.
• Coordination with other financial functions: work with Accounting and Partnerships on budget execution and data quality.
• Administrative management: follow up on reimbursements, issue invoices, support budget analyses for seminars and contributions.
