Job Description:

NTU International A/S is leading a consortium for the preparation of a proposal for an EU-funded project in SEA Lot 6: Education Sector Public Expenditure Review (PER) in Greenland. We are searching for non-key experts to support the core team during the implementation of this project. The overall objective of the Education PER is to provide evidence-based recommendations for:

• Better fiscal management
• Efficient and effective use of public expenditures to support Greenland’s education sector
• Improved service delivery

Senior Expert – Education Specialist (Category I):

• Provide expert analysis of education service delivery models and financing mechanisms
• Evaluate alignment between sectoral budgets and national education priorities
• Conduct cost-effectiveness and cost-benefit analyses of education policies and investments
• Assess the impact of public expenditure on learning outcomes, equity, and access
• Contribute to the design of evidence-based strategies for improving education systems

Qualifications:

• Master’s degree or higher in Education, Public Policy, Economics, Development Studies, or a related field
• Proficiency in English (C1)
• Minimum of 12 years of relevant professional experience, with at least 5 years in a senior advisory or technical role focused on education
• Proven track record in analyzing education sector budgets, public expenditure reviews, or cost-effectiveness evaluations
• Demonstrated expertise in linking education policy with budgeting and investment planning
• Strong knowledge of education systems in developing or transitional contexts
• Experience working with international development agencies or in multi-stakeholder environments is highly desirable
