The Intelligence Programs Group (IPG), part of SPA’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). SPA has a future need for a Senior Contracting Officer.

Responsibilities
  • Act as a business advisor, providing expertise on acquisition strategies, contract types, market research, and contracting methods, including sole source and competitive procedures.
  • Prepare acquisition-related documents (e.g., Acquisition Research Center (ARC) postings, Acquisition Plans, and Contract Review Panel briefings).
  • Conduct continuous compliance reviews and resolving contract performance issues.
  • Collaborate with Program Managers, Contracting Officer's Technical Representatives (COTRs), and Contracting Officers (COs) to provide daily financial and business management support.
  • Maintain awareness of and ensure compliance with Federal Acquisition Regulations (FAR) and Source Selection processes.
  • Identify and implement efficiencies to improve contract operations, documentation, and compliance.
  • Develop and present contract-related recommendations to management, including resource allocations and corrective actions.
Qualifications

Required Qualifications:

  • U.S. Citizenship required
  • Ability to obtain TS/SCI and ability to sit and pass for CI Poly
  • Bachelor’s degree in Business Administration, Contracts Management, Finance, or a related field
  • Minimum of 3–5 years of experience in federal acquisition or contract management with a focus on pre-award and post-award processes
  • Competency in contract management tools, reporting systems, and the Microsoft Office Suite (Word, Excel, PowerPoint)
  • Reports to Chantilly up to full-time, based upon the needs of the client

Desired Qualifications:

  • Active TS/SCI + CI Poly or TS/SCI and ability to sit and pass for CI Poly
  • 5+ years of experience in federal acquisition or contract management with a strong understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
  • Expertise in acquisition planning, proposal evaluation, cost/price analysis, and proficiency with contract management tools and Microsoft Office Suite (Excel, Word, PowerPoint)
  • Understanding of government budgetary processes and financial management as it relates to contracts
