The Intelligence Programs Group (IPG), part of SPA’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). SPA has an immediate need for a Senior Budget Analyst.

Responsibilities

The Senior Budget Analyst will support the financial planning, execution, and analysis of program budgets within the Rushmore Front Office Support (FOS) framework. Responsibilities include:

  • Assist MID senior leadership and business staff in budget formulation, justification, execution, and review.
  • Develop and present fiscal recommendations, including resource allocations and corrective actions.
  • Prepare and review fiscal artifacts and budget documentation for internal and external stakeholders.
  • Conduct variance analyses and monitor resource allocations to ensure compliance with established policies.
  • Manage high-volume Funds from Others (FFO) and Funds to Others (FTO) activities.
  • Maintain financial positions in NRO systems, ensuring accurate budget and execution status reports.
  • Conduct ad-hoc fiscal research and provide data-driven analyses.
  • Identify and implement operational efficiencies for fiscal transparency and defensibility.
Qualifications

Required Qualifications:

  • Active TS/SCI with CI poly at time of application
  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field
  • Minimum of 5 years of experience in financial management, budget analysis, or a related discipline
  • Demonstrated knowledge of Federal Acquisition Regulations (FAR) and compliance requirements
  • Expertise in financial systems and software with strong Excel and database management skills
  • Experience with variance analysis, fiscal planning, and policy compliance in a federal or IC environment

Desired Qualifications:

  • Experience with various other NRO systems
  • Experience with the NRO's TIER action system process
  • Budget/Program Controls experience within one or more of the NRO's Ds & Os
  • Understanding of and experience with the development of the NRO's annual budget formation process (from a D&O budget / with program controls perspective)
