Full-time position, not remote.

Located in the Eure Valley between Dreux and Maintenon, in the town of Nogent-Le-Roi (4151 inhabitants).

We are recruiting a Finance and Public Procurement Manager, full-time, at the level of Senior Editor or Principal Editor 2nd or 1st class.

Under the direct authority of the Director General of Services, the Finance and Public Procurement Manager will be responsible for:

Main Missions:

• Accounting: managing the accounting chain, issuing invoices, managing revenue collection, developing analytical accounting.
• Budget management: preparing and monitoring budgets, managing debts and loans, financial forecasting.
• Public procurement: defining needs, drafting and awarding contracts, overseeing administrative and financial aspects, conducting studies for market opportunities.

This position does not involve supervision.

A valid driving license (B) is essential.

• Territorial environment, public accounting, budget rules, legal rules for administrative acts and public procurement.

• Analysis and synthesis, writing skills, prioritization, adherence to deadlines.

Experience:

• Experience in a similar role preferred.
• Proficiency in Windows, MS Office, and specialized software (SEGILOG, Berger Levrault, Simco, Marco web).
