Une communauté dynamique recherche un Agent de gestion budgétaire pour gérer les aspects financiers et fiscaux des collectivités. Le candidat idéal doit avoir une solide connaissance des règles budgétaires, une capacité d'analyse et des compétences interpersonnelles pour travailler avec divers départements. L'agent sera responsable de préparer et de contrôler les budgets, ainsi que d'assurer la conformité avec les réglementations financières.

A Budget Management Officer, Fiscal Referent

Mission / Working Conditions

MISSION 1: BUDGET MANAGEMENT

  • Serve as a privileged budget referent for services and/or communities: assisting in the development and consolidation of financial data, coordinating and controlling information, providing advice, ensuring credit availability, and proposing solutions.
  • Develop main and auxiliary budgets at various stages (Budget Proposal, Supplementary Budget, Deliberations, etc.).
  • Participate in budget preparation, control budget balance, and ensure procedural reliability.
  • Prepare budget documents, monitor and draft budget deliberations, and present budgets orally.
  • Conduct financial analysis of budgets, monitor accounting executions, and prepare dashboards.
  • Ensure compliance with key financial indicators and the sustainability of multi-year budget choices.
MISSION 2: TAXATION
  • Manage the fiscal observatory, conduct audits, provide financial advice, and project fiscal data.
  • Prepare and animate CCID and CIID meetings.
  • Act as the primary contact for the DGFIP partnership agreement.
OTHER ACTIVITIES
  • Follow up on the implementation and execution of the Green Budget.
  • Monitor debt management and liaise with banks.
  • Train and support agents, keep regulatory watch, and advise management.
Required Knowledge (Skills)
  • Good understanding of budget management rules and public finance regulations.
  • Knowledge of budget instructions, accounting rules, and budget construction and monitoring methodologies.
  • Good knowledge of financial and legal mechanisms related to local taxation.
  • Excellent financial analysis skills.
  • Familiarity with debt management.
  • Proficiency with standard office tools and specialized software (Ciril, Hélios...).
