The OECD is seeking a human resources management professional to provide operational support, oversee recruitment, and manage staff onboarding. Description du poste

  • Provide operational support to the Head of RMU ensuring that the organisational structure and workforce planning aligns with business needs and supports the Programme of Work.
  • Support the management and administration of human resources in CTPA in accordance with the Staff Rules and Regulations and the OECDs New Employment Package (NEP) Workstream 1 and Workstream 2.
  • Oversee the recruitment processes and contract actions working closely with the Finance Manager to ensure that this is in line with funding and liaise as required with the HR Department to ensure good communication and timely administrative actions.
  • Manage staff onboarding and training / talent management across the directorate in close collaboration with the Head of Unit including presentations to staff and management as required.
  • Provide guidance to staff and management on corporate human resources rules regulations processes procedures policies and practices.This includes guidance and support to hiring managers related to the use of the HR systems and preparation of guidelines / checklists as required.
  • Contribute to corporate exercises such as : HR strategy workforce planning diversity training initiatives and staff well-being including analytical reporting to assist with the strategic workforce planning..
  • Oversee performance management within CTPA providing guidance to staff and managers on policies and processes tracking progress and prepare and support performance review meetings.

Management and other administrative responsibilities

  • Manage and oversee the work of one or more HR Officers in the Resource Management Unit including coordinating work managing tasks and priorities setting objectives providing advice guidance training and ensuring efficient organisational workflow.
  • Actively stay abreast of developments in HR policies and procedures as well as corporate management reforms guidelines and best practices and assist in the implementation of any related reforms.
  • Take the necessary measures to ensure that deadlines are met.
  • Ensure knowledge sharing of practices and procedures within the CTP / RMU to facilitate knowledge management.
  • Draft and review presentations for the Directors office and other audiences.

Qualifications :

Ideal Candidate Profile

Academic Background

  • A University degree in business administration human resources management or equivalent experience in a similar role.

Professional background

  • At least five years professional experience in human resources management with proven experience in an international organisation or similar work environment.
  • Proven experience in interpreting and applying human resources procedures and policies.
  • Knowledge of the OECDs structure processes regulations and administrative systems or demonstrated experience in a similar role in another International Organisation would be an advantage.
  • Ability to supervise a small team and to create a good working environment.
  • Strong aptitude to draft review and prepare presentation or guidelines and to speak to an audience.

Tools

  • Excellent expertise with resource management applications used at the OECD such as SmartRecruiters HR Renewal Power BI Business Objects (BO) SAP OBMR ONE SEM or the ability to quickly master the use of such applications.
  • Proficiency with Microsoft Office tools (Excel Word Powerpoint)

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.

Contract Duration

  • 24-months fixed term appointment with the possibility of renewal to a maximum of 36 months.
