Merge is seeking a Regulatory Operations Lead to own the regulatory and licensing operations across its global markets. This individual contributor role will coordinate with leadership, internal teams, and external counsel, ensuring licenses, filings, and regulatory responses are managed efficiently as we scale.

The ideal candidate has direct fintech regulatory experience, strong project-management skills, and fluency in French and English.

Qualifications

  • Experience in financial services, payments, or crypto/digital assets regulation.
  • Direct experience engaging with financial regulators or supervisory bodies.
  • Ability to own regulatory programs across multiple jurisdictions.

Responsabilités

  • Serve as day-to-day liaison to regulators for Merge's licenses in France and other jurisdictions.
  • Track and manage regulatory filings, reporting obligations, and supervisory correspondence against deadlines.
  • Advise on regulatory implications of new products, corridors, and partnerships.
  • Drive multi‑jurisdiction licensing roadmap as Merge expands into new markets.
  • Evaluate build‑vs‑acquire approaches to new licenses and make recommendations.
  • Build relationships with local counsel, regulators, and licensing partners in target markets.
  • Own the regulatory research and go/no‑go analysis for new geographies.
  • Oversee Director-level duties for licensed EMI entity and related ACPR framework.

About The Role

We're hiring a Regulatory Operations Lead to own how Merge runs its regulatory and licensing operations day to day, as an individual contributor working directly across the leadership team. This is a broad, hands‑on role: you'll manage our regulatory relationships and filings, drive our multi‑jurisdiction licensing roadmap, keep commercial contracts moving, and build the operational processes that keep all of it running smoothly as we scale into new markets.

This isn't a purely legal or advisory seat. You'll be operating across regulatory, compliance, and commercial workstreams, coordinating with internal teams and external counsel, and making sure nothing slips through the cracks. It suits someone who wants ownership over a fast‑moving, cross‑functional area at a regulated fintech rather than a narrow specialist mandate.

Responsibilities
Regulatory Operations & License Expansion
  • Serve as day‑to‑day liaison to regulators for Merge's licenses in France and other jurisdictions
  • Track and manage regulatory filings, reporting obligations, and supervisory correspondence against deadlines
  • Advise on regulatory implications of new products, corridors, and partnerships
  • Drive Merge's multi‑jurisdiction licensing roadmap as the company expands into new markets
  • Evaluate build‑vs‑acquire approaches to new licenses (fresh registration vs. acquisition) and make recommendations
  • Build relationships with local counsel, regulators, and licensing partners in target markets
  • Own the regulatory research and go/no‑go analysis for new geographies
  • Serve as a Director of the licensed EMI entity, discharging duties under the applicable ACPR framework, and/or other entities on a case‑by‑case basis
Commercial & Contracts
  • Negotiate and draft agreements with enterprise clients, banks, and infrastructure partners (T&Cs, MOUs, partnership agreements);
  • Structure deal terms and support commercial negotiations directly alongside the business development and partnership teams;
  • Manage outside counsel relationships across jurisdictions.
Operations & Cross‑Functional Coordination
  • Build and maintain the operational processes, trackers, and calendars that keep regulatory and licensing work on schedule;
  • Coordinate across product, compliance, and business development to ensure regulatory requirements are reflected in how the business operates;
  • Advise leadership on risk across product, partnerships, and fundraising;
  • Build out legal and regulatory infrastructure (templates, playbooks, approval workflows) as the company scales.
Requirements
  • Experience in financial services, payments, or crypto/digital assets regulation;
  • Direct experience with financial regulators, either in‑house at a regulated payments institution or in a supervisory/advisory capacity;
  • Strong operational and project‑management instincts, comfortable owning processes and deadlines across multiple workstreams, not just advising on them;
  • Track record negotiating commercial contracts with financial institutions or enterprise clients;
  • Comfort working across multiple regulatory regimes simultaneously;
  • Prior exposure to cross‑border licensing in other jurisdictions;
  • Experience taking a company through a new market license from scratch;
  • Ability to operate as an individual contributor in a fast‑moving startup, with no team to lean on and high ownership;
  • Fluent French and English;
  • Qualified lawyer, equivalent is a plus;
  • Experience with stablecoins, digital assets, or payment rails specifically is a plus.
