A humanitarian organization based in Paris seeks a Regional Human Resources Manager to oversee HR functions for its Delegations in Paris and Luxembourg. What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Are you our new Regional HR Manager? (CDI contract)

The ICRC is seeking qualified, experienced, and highly motivated candidates for the position of Regional Human Resources Manager (RHRM) to support our Delegations in Paris and Luxembourg.

Purpose

Based in Paris, this role will provide support to two ICRC Delegations with a total headcount of 45 staff across the two sites. In Paris our operations center around diplomatic engagement in the South of Europe, while Luxembourg hosts the ICRC’s Global Cyber Hub with a focus on cyber space and how humanitarian action plays out in this sphere and in the digital age more broadly. The two very different offices will expose the RHRM to a variety of opportunities for impact.

This position would suit a HR Generalist/HRM or Business Partner looking to take the next step in their career as HR Responsible in international HR, or an experienced international HRM/Business Partner interested in supporting two small sites. Experience and solid understanding of French labour law is a must along with the ability to quickly learn and understand other labour laws. Existing knowledge of the Luxembourgish labour law would be beneficial. Fluency in French and English -both spoken and written- is a must as staff in Luxembourg are not all French speakers.

While the position is Paris based and remote support to Luxembourg, the RHRM will allocate 50% of their time to support each site and will be required to undertake frequent travel to Luxembourg (i.e. one visit each month or two). This role is supported with HR administration by a Support Officer in each site and with support from the Regional HR Partner based in Geneva.

Main Responsibilities

HR Strategy and Projects

  • Supports the Delegations management in translating operational needs and challenges into local HR strategies and priorities for the regional delegation.
  • Supports and advises management on delegations’ structures and setup, ensuring institutional alignment.
  • Oversees the HR setup part of the budget, in close collaboration with the Finance & Administration manager of the delegation.
  • Leads the implementation of ad-hoc HR projects and initiatives.
  • Ensures institutional HR strategies, priorities and policies are well communicated and explained within the Delegations.

Recruitment and selection

  • Leads recruitment processes for locally contracted positions and advises the management and Coordinators or program responsible in defining personnel requirements.
  • Prepares succession plannings and creates headhunting strategies, as required for positions.

Compensation and Benefits

  • Through a close collaboration with the Compensation & Benefits referent in Geneva, applies at Delegation level the compensation and benefits policies and ensures they are implemented and well understood by all staff.
Additional Responsibilities

Employee relations

  • Promotes a formal, constructive, and transparent dialogue between employees and managers.
  • Advises and supports employees and managers in conflict management, prevention of problems and may participate as a mediator in case of conflict with the employees.
  • Leads all topics related to local staff representatives, organizes regular working meetings, and supervises their election upon needs.

People and Career Management

  • Advises and supports the line managers in the execution of their people management accountabilities.
  • Guides staff members in all steps of their lifecycle within the institution, in both administrative HR and professional development areas.
  • Coaches and assists the Admin Support Officers in the Delegations as well as the management team to lead and facilitate HR changes.

Performance Management

  • Ensures the consistent use of the performance management framework.
  • Responsible for participation towards Admin Support Officer’s PMD forms with each step of the process.
Accountabilities

Payroll & HR administration

  • Supervises and validates payroll related documents prepared by the Admin Support Officers .
  • Makes sure all administrative documents are up to date and properly stored.

HR Framework and Policies

  • Validates and ensures HR processes and policies are delivered consistently and accordingly to guidelines from Centers of Expertise (based in Geneva).
  • Elaborates local HR processes, policies and procedures and validates their adequate application.
  • Ensures staff regulations and policies are in place and compliant with both local legislation and ICRC framework and properly disseminated/known and applied among the staff members.

Relationships
  • Internally, interacts with staff and management in the assigned area of responsibility and with all other parts of the HR Department, in particular the Global Talent Management Division and centres of expertise.
  • Externally, interacts within the broader HR community and humanitarian sector, and with local labour authorities’ HR practitioners and HR service providers on specific issues, in accordance with HR Department strategy.
Certifications / Education required
  • Bachelor or University degree with specialization in HR (or similar).
  • Solid professional experience, with at least five years of relevant experience as an HR generalist.
  • Training or experience in HR partnership, labor law, staff representation, conflict management.
  • Experience in international and humanitarian environments or in the international tech sector is preferred, or at least a strong interest in either of these sectors.
  • Experience in driving transformation and implementing change in complex and challenging situations.
  • Fluent passive and active knowledge, both written and spoken, of English and French.
Professional experience required
  • Experience delivering the full range of HR support across the employee lifecycle
  • Motivated by a humanitarian work environment, and interest in cybersecurity and digital transformation;
  • experience in HR in the TECH sector a strong asset.
  • Good knowledge of the French labour legislation and capacity to quickly understand other labor laws. Existing knowledge of Luxembourgish labour law an asset but not essential.
  • Ability to advise and actively support key stakeholders on all aspects of people management and development.
  • Strong interpersonal skills with the ability to create and maintain partnerships at all levels of the delegations covered and within the HR function, both with staff and managers.
  • Excellent and effective communication and listening skills and ability to interact collaboratively in a multicultural team.
  • Strong analytical, decision making and organizational skills ability to handle multiple priorities in an autonomous manner.
  • Cultural awareness and commitment to encourage diversity and inclusion in the workplace.
  • Flexible in terms of mobility to ensure proper support and assistance to the Delegations covered.
  • Sound grasp of HR systems and database.
