Overview
The Regional Health, Safety and Environmental (HSE) Manager is responsible for implementing, supporting, and continually improving the regional Health, Safety, and Environmental Programs. The role involves fostering a positive safety culture within the organization.
Responsibilities
Essential Functions:
- Ensure marine operations prioritize safety of personnel, vessels, and the environment.
- Ensure compliance with the ISM Code, Safety Management System, and related documentation such as the Quality Systems Manual and Marine Operations Manual.
- Collaborate with HSE and Operations teams to develop and support health, safety, and environmental initiatives.
- Research applicable regulatory requirements and ensure adherence to local, state, and federal laws.
- Support integration of safety systems, engineering, and occupational safety across Centerline Logistics.
- Develop and implement HSE plans, processes, and procedures aligned with project and business management systems.
- Coordinate regional oil spill response and emergency activities.
- Manage the Regional Emergency Response team and incident investigations.
- Audit and document subcontractor and vendor compliance.
- Maintain and mitigate risks within the HAZID register and R/A portal.
- Conduct audits on vessels and company operations, recommending improvements.
- Assist in company training and represent the company in industry and government affairs.
- Manage the performance of Regional HSE staff.
- Perform additional duties as assigned.
Secondary Functions:
- Assist with internal and external audits and assessments.
- Support development and scheduling of company training programs.
- Contribute to policy and procedure development.
Qualifications
- Experience with tug, barge, oil transportation, and terminal operations.
- Training in incident investigations and ISM auditing, including ISO 9001, 14001, and OHS 18001.
- Strong interpersonal skills, confidentiality, and the ability to understand complex instructions.
- Proficiency in Microsoft Office suite.
- Valid TWIC and state driver’s license.
Job Conditions and Environment
- Must board vessels in all weather conditions and hours.
Expected Hours of Work
- Typically 7:00 a.m. to 4:00 p.m., Monday to Friday, with flexibility required.
- Available for emergency calls and travel as needed.
