General Description
The Operations & Maintenance Procurement and Contract Manager will provide all elements of contract administration, procurement, and commercial management support to Ocean Winds’ operational assets within the country. Responsibilities include procurement process management, contract negotiation, contract management and administration, payments/forecasting, SRM, and reporting. The role also includes direct line management of procurement personnel who will assist them in delivering the required scope.

The Operations & Maintenance Procurement and Contract Management team runs project sourcing processes and is a specialist in tendering, contract negotiations, and contract management. They will be accountable for sourcing products and services at the best cost for value (competitive total cost, HSE, lead time, quality, etc.) and ensuring processes are compliant and efficient. They will lead commercial and contractual negotiations, work closely with engineering, operations, legal teams, and stakeholders, identify contractual risks, and recommend mitigations or solutions. When needed, they support contractual dispute settlements, arbitration, claims, and variations.

Main accountabilities

  • Manage procurement activities and contract management for Offshore Windfarm/Projects.
  • Develop sourcing plans for O&M to meet internal requirements.
  • Register and vet suppliers.
  • Ensure contract management meets HSSE and quality standards.
  • Deliver value through procurement for windfarm O&M in France and seek synergy with OW portfolio.
  • Manage procurement processes from tendering to award.
  • Establish Framework Agreements and SLAs for service contracts.
  • Monitor supplier performance and compliance.
  • Ensure adherence to procurement policies and governance.
  • Represent Procurement & Contract Management in management meetings.
  • Identify and mitigate supply risks.
  • Define sourcing strategies and maintain good supplier relationships.
  • Manage purchase orders, variations, and invoice workflows.
  • Lead commercial discussions and coordinate with stakeholders.
  • Identify new suppliers to enhance competitiveness.
  • Support strategic solutions development at a corporate level.

Contract Management

  • Ensure contracts comply with project, HSEQ, and legal requirements.
  • Identify risks and suggest mitigations.
  • Manage claims and disputes with stakeholders.
  • Keep contractual records updated.
  • Report performance and contractual issues to management.

Experience & Skills

  • 5+ years in procurement/contract management in large industrial projects.
  • Experience drafting and negotiating high-value, high-risk contracts.
  • Knowledge of procurement processes and international stakeholder management.
  • Fluent in French and English.
  • Strong analytical, communication, and negotiation skills.
  • Autonomous, proactive, and ethical.

Other requirements

  • Location in Paris, with up to 20% travel.
  • Proficiency in MS Office and database management.
