General Description

The Operations & Maintenance Procurement and Contract Manager will provide all elements of contract administration, procurement, and commercial management support to Ocean Winds’ operational assets within the country. Responsibilities include procurement process management, contract negotiation, contract management and administration, payments/forecasting, SRM, and reporting. The role also includes direct line management of procurement personnel who will assist in delivering the required scope.

The Operations & Maintenance Procurement and Contract Management team runs project sourcing processes and specializes in tendering, contract negotiations, and contract management. They are accountable for sourcing products and services at the best cost for value (competitive total cost, HSE, lead time, quality, etc.) and ensuring processes are run in a compliant and efficient manner. They lead commercial and contractual negotiations and work closely with engineering, operations, legal teams, and other stakeholders. They identify contractual risks and recommend mitigations or alternative solutions, supporting dispute resolution when necessary.

Main Accountabilities
  • Responsible for procurement activities and contract management for Offshore Windfarm/Projects.
  • Develop sourcing plans to meet internal customer requirements.
  • Register and vet suppliers.
  • Manage contracts to meet HSSE and quality standards.
  • Deliver value through procurement for windfarm/O&M projects in France and seek synergies within the OW portfolio.
  • Manage procurement processes including tenders, negotiations, evaluations, and contract awards.
  • Identify repeat spend areas and establish Framework Agreements and SLAs.
  • Monitor supplier performance and compliance.
  • Ensure adherence to procurement policies and governance.
  • Represent the procurement function in management meetings and escalate risks as needed.
Procurement
  • Define sourcing strategies and procurement policies.
  • Identify and secure suppliers, maintaining good relationships.
  • Assess supply risks and implement corrective actions.
  • Manage purchase orders, variations, invoices, and documentation.
  • Lead commercial discussions and coordinate with stakeholders.
  • Identify new suppliers to enhance competitiveness and develop local supply chains.
Contract Management
  • Ensure contracts comply with project, HSEQ, and legal requirements.
  • Identify and mitigate contractual risks.
  • Prepare and defend claims, managing contractual issues proactively.
  • Maintain up-to-date contractual records and documentation.
  • Report regularly to project stakeholders and management.
  • Evaluate supplier performance and contribute to global portfolio assessments.
Experience & Skills
  • 5+ years in procurement, commercial, or contract management in large industrial projects.
  • Experience in drafting, negotiating, and managing high-value, high-risk contracts.
  • Familiarity with procurement processes and tools.
  • Experience working with international stakeholders and in intercultural environments.
  • Strong analytical, communication, and negotiation skills.
  • Autonomy, proactivity, and ability to influence and challenge.
Additional Requirements
  • Location in Paris with up to 20% travel.
  • Proficiency in MS Office and database management.
