General Description

The Operations & Maintenance Procurement and Contract Manager will provide all elements of contract administration, procurement, and commercial management support to Ocean Winds’ operational assets within the country. Responsibilities include procurement process management, contract negotiation, contract management and administration, payments/forecasting, SRM, and reporting. The role also includes direct line management of procurement personnel who will assist in delivering the required scope.

The Operations & Maintenance Procurement and Contract Management team handles project sourcing processes and specializes in tendering, contract negotiations, and contract management. They are accountable for sourcing products and services at the best cost for value (considering total cost, HSE, lead time, quality, etc.) and ensuring processes are compliant and efficient. They lead commercial and contractual negotiations, work closely with engineering, operations, legal teams, and stakeholders, identify contractual risks, and recommend mitigations or alternative solutions. When needed, they support dispute settlement, arbitration, and claims resolution with suppliers.

Main Accountabilities
  • Manage procurement activities and contract management for offshore wind farm projects.
  • Develop sourcing plans for O&M to meet internal requirements.
  • Register and vet suppliers.
  • Ensure contract management aligns with HSSE and quality standards.
  • Deliver value through procurement for wind farm O&M in France and seek synergy with OW portfolio.
  • Manage procurement processes from tender to contract award.
  • Identify repeat spend areas and establish Framework Agreements and SLAs.
  • Monitor supplier performance and compliance.
  • Ensure adherence to procurement policies and governance.
  • Represent the Procurement & Contract Management team in management meetings.
  • Escalate risks or concerns as per governance procedures.
Procurement & Contract Management
  • Define and review sourcing strategies and policies.
  • Identify and secure suppliers based on project needs.
  • Manage supply risks and take corrective actions.
  • Oversee purchase orders, variations, invoices, and documentation.
  • Lead commercial discussions and coordinate with stakeholders.
  • Identify new suppliers to enhance competitiveness and develop local supply chains.
  • Delegate duties within the team for efficiency.
  • Support strategic solutions development at a corporate level.
Contract Management
  • Ensure contracts comply with project, HSEQ, and legal requirements.
  • Identify risks and suggest mitigations or alternatives.
  • Prepare and defend claims with stakeholders.
  • Maintain up-to-date contractual records.
  • Report regularly to project and functional managers.
  • Evaluate supplier performance and contribute to portfolio assessments.
Experience & Skills
  • Over 5 years of experience in procurement, commercial, or contract management in large industrial projects.
  • Proven experience in drafting, negotiating, and managing high-value, high-risk contracts.
  • Knowledge of procurement processes, structures, and tools.
  • Experience working with international stakeholders and in intercultural environments.
  • Languages: French and English.
  • Strong analytical, negotiation, communication, and organizational skills.
  • Ability to work autonomously, proactively, and ethically.
Additional Requirements
  • Location: Paris, with up to 20% travel.
  • Proficiency in MS Office, 365, and database management.
