Candidates must possess a strong engineering background, extensive experience in industrial project management, and fluency in both French and English.

Qualifications

  • 15+ years of experience managing complex industrial projects (€500M+).
  • Experience in the steel, energy, or hydrogen sectors is highly desirable.
  • Fluent in French and English (written and spoken).

Position –Project Management Officer (PMO)

Location – Paris or Marseille Region

Our client was launched in June 2022 by a stellar consortium of shareholders. They aim to build, own, and operate a green iron plant in southern France, using Hydrogen and avoiding the high CO2 emissions from classical steel production. Product will be DRI/HBI a key and value-added ingredient in steel production. They will be a major contributor to decarbonize steel production in Europe and respond to a growing demand for zero carbon steel products.

The Role

As PMO Lead, you will head the Project Management Office (PMO) and play a key role in stakeholder management across the project. You will lead a multidisciplinary team, ensure governance, and control of project performance, and provide essential technical support in coordinating with both internal teams and external institutional partners.

You will report directly to project leadership and work closely with site engineering and strategic functions, ensuring cost, scope, time, and quality control across all phases of the project.

Purpose of the role:

PMO Lead is responsible for turning a highly complex, large-scale industrial project into an executable, well-controlled, and deliverable plan—while also ensuring full alignment across people, process, and purpose.

Responsibilities:

PMO Leadership & Process Oversight

  • Lead and manage the PMO team (internal staff and subcontractors)
  • Define and implement project management methodologies, tools, and governance
  • Drive continuous improvement and enforce compliance across all project stakeholders
  • Develop and maintain key project management plans (schedule, cost, risk, performance)
  • Establish KPIs and ensure consistent, high-quality project reporting and alert systems

Project Planning, Control & Risk Management

  • Oversee the development and maintenance of the project master schedule
  • Analyze critical paths and drive mitigation strategies
  • Maintain cost estimates and track budget compliance
  • Lead risk and opportunity assessments and ensure effective mitigation actions

Stakeholder Coordination & Technical Support

  • Identify and manage relationships with key stakeholders (e.g., GRTgaz, Enedis, RTE, DREAL, DTTM, Grand Port Maritime de Marseille-Fos, Fos-sur-Mer Municipality)
  • Support stakeholder engagement in permitting, site utilities, and design collaboration
  • Lead the architectural mission related to building permits

Position requirement

  • Engineering degree, ideally complemented by a Project Management certification.
  • 15+ years of experience managing or controlling complex industrial projects (€500M+)
  • Experience in steel, energy, or hydrogen sectors is highly desirable
  • Strong leadership background—managed teams of 5–10+
  • Proven success delivering projects on time, within budget, and to high standards
  • Fluent in French and English (written and spoken)
