Responsabilités

Organizational context: The United Nations Environment Programme (UNEP) is the leading global environmental authority. Its Climate Change Division aims to guide and drive action towards climate stability, supporting countries in their transition through enhanced capacity, data, finance, and technology. The International Methane Emissions Observatory (IMEO) within UNEP provides reliable data to reduce methane emissions, focusing initially on the fossil fuel sector. This role is based in Paris.

Job purpose: This Programme Management Officer role within UNEP's International Methane Emissions Observatory (IMEO) is crucial for leading strategic coordination and providing direct support to the Climate Change Division. The purpose is to act as a central coordination function, driving the development and tracking of IMEO's annual workplan, and supporting strategic planning processes. The role will structure and facilitate internal governance, coordinate cross-divisional inputs, and offer analytical support to senior leadership. Additionally, it involves leading donor coordination and partnership management, managing strategic relationships, supporting resource mobilization, and preparing high-quality written outputs. The role also manages the secretariat functions for IMEO's governance bodies and coordinates high-level government engagement and international representation, including preparing briefing materials and representing IMEO in global forums. A key aspect is collecting and analyzing data to provide insights for planning and decision-making.

Responsibilities: Lead strategic coordination for UNEP's International Methane Emissions Observatory (IMEO), serving as a central hub for practices, projects, and workstreams. Drive the development, consolidation, and tracking of the annual workplan, establishing performance indicators and monitoring progress. Support strategic planning by preparing internal strategy documents and decision-support materials for senior leadership. Structure and facilitate internal governance processes, including management meetings, ensuring effective information flow and follow-up on decisions. Coordinate cross-divisional inputs within UNEP to ensure coherence with Climate Change Division priorities and global methane initiatives. Provide analytical, coordination, and operational support to the Deputy Director. Lead donor coordination and partnership management by nurturing strategic relationships, supporting resource mobilization, and preparing donor reports and outreach materials. Manage IMEO's governance bodies' secretariat functions, supporting board meetings and tracking recommendations. Coordinate high-level government engagement, prepare briefing materials for senior officials, and represent IMEO in international events and forums. Collect and analyze data to identify trends and provide insights for planning and reporting.

Education: An advanced university degree (Master's) in political science, public policy, or environmental policy is required. A first-level degree with two additional years of relevant experience is acceptable. A degree or program completion in data analytics, business analytics, or data science is desirable.

Work experience: Requires a minimum of five years of progressive experience in programme/partnership coordination with governments and oil/gas sector stakeholders on climate issues. Essential experience includes methane emissions, reporting, and mitigation, especially in the oil and gas sector. Experience with international partnerships, engaging senior government officials, coordinating large methane projects, and managing dispersed teams is also required. Experience within the UN system and in data analytics is desirable.

Skills: Professionalism in programme management, climate change, methane mitigation policies, international partnerships, donor relations, governance, monitoring, reporting, and data analysis. Strong ability to analyze and interpret data for decision-making. Teamwork and collaboration skills. Planning and organizing abilities, including setting goals, prioritizing tasks, allocating resources, and managing risks.
