Job Description:

Project Kuiper aims to expand global broadband access through a constellation of 3,236 satellites in low Earth orbit (LEO). Its mission is to provide fast, affordable broadband to unserved and underserved communities worldwide, helping to bridge the digital divide for various customers including consumers, businesses, and government agencies operating in areas with limited connectivity.

As the Regional Kuiper Program Security Officer for France and the EU, you will oversee multiple security disciplines supporting the Law Enforcement Response and Intercept (LER-I) program. Your responsibilities include ensuring security and compliance requirements related to LER-I in France, supporting regional management for the EU, and fulfilling the role of French Security Officer for Lawful Intercept in France. You must hold or be capable of obtaining French national defense security clearances, be a French citizen, and reside in France.

This role may involve access to export-controlled information, technology, or hardware subject to laws like EAR and ITAR. Employment depends on obtaining necessary export licenses or approvals from the U.S. government.

Key responsibilities include:

  • Developing and implementing comprehensive security guidance for personnel, physical, operational, technical, and informational security according to LER-I regulations in France and the EU.
  • Creating, communicating, and managing security requirements, supporting daily security operations for LER-I programs.
  • Proactively identifying security initiatives, requirements, and issues, and presenting effective solutions.
  • Building and maintaining relationships with internal and external partners to enhance security awareness and engagement.

Daily activities involve:

Managing intake, data sourcing, and legal assurance activities for law enforcement requests and lawful intercept requirements. Making high-judgment decisions on law enforcement requests, engaging with regulators for licensing, inquiries, investigations, and audits. Leading EU strategy for LER operational processes including data review, legal assurance, and communication with law enforcement agencies. Supporting expansion of LER capabilities across new jurisdictions to support Kuiper’s growth.

Basic qualifications:

  • Experience in the security industry managing complex compliance requirements.
  • Experience with law enforcement requests and lawful intercept management.
  • Fluency in French and English.
  • Ability to obtain French defense security clearances, be a French citizen, and reside in France.

Preferred qualifications:

  • Strong relationship-building skills with internal and external clients.
  • Experience managing security compliance at the regional (EU) level.
  • Proficiency in additional languages is a plus.
