Program Manager
Location: Chantilly, VA
Overview: Responsible for the performance of specific programs in accordance with contract requirements, company policies, procedures, and guidelines. Develops and monitors programs and their financial aspects. Ensures maximum contract revenue and profitability throughout the contract lifecycle, coordinating with inter-departmental support. Supports acquisition of follow-on business, leads proposals, and collaborates with Capture, Business Development, and Sales teams. Strengthens customer relationships and enhances UNICOM Government, Inc.'s (UGI) task order operations to secure successful contract recompetes.
Primary Responsibilities:
- Set program strategy, vision, and tactical direction for execution, providing leadership to ensure consistency and profitability.
- Meet contractual commitments including SLAs, financial, quality, technology, and schedule performance within standards.
- Oversee technology development/application, marketing, and resource allocation within the client base.
- Provide project and program management, including operations, administration, contract management, subcontractor management, and resource management.
- Oversee daily operations, financial forecasting, invoicing, reconciliations, budget analysis, revenue projections, and invoice tracking.
- Assist in planning the program budget, monitor sales forecasts, and supervise support to track profitability margins quarterly.
- Manage scheduled tasks, deliverables, staffing, finances, subcontractors, and reporting per PMI processes.
- Coordinate with Services Project Managers to ensure project delivery within schedule, scope, and budget, exceeding customer expectations.
- Report on Program P&L to Senior Leadership, influencing decisions affecting P&L.
- Forecast revenue with business development, lead interdepartmental teams, and support sales activities like quoting, pricing, and negotiation.
- Set budget guidelines and direct program task performance through internal partnerships.
- Communicate with customers, vendors, and UGI executives to manage relationships and satisfaction.
- Develop marketing and pricing strategies, and ensure execution of sales and vendor strategies.
- Review solicitations, seek new business opportunities, negotiate agreements, and assist in proposals and bid responses.
- Participate in Gate reviews and Bid/No Bid decisions.
- Negotiate contract modifications and respond to requests for changes and substitutions.
- Liaise with Security Office regarding customer clearances.
- Ensure effective communication within the team and with customers.
- Manage cross-functional teams and provide mentorship to junior team members.

Qualifications
Education and Experience:
- Bachelor's degree or equivalent experience required.
- 7-10 years of related, progressive experience, including federal or state/local project or program management.
- Experience managing or implementing complex projects with diverse technologies is desired.
Knowledge, Skills, and Abilities:
- Strong project planning, staff management, writing, and presentation skills; ability to work with senior government executives.
- Ability to understand business problems and processes.
- Self-starter, detail-oriented, organized, creative, with strong problem-solving and decision-making skills.
- Excellent communication, diplomacy, negotiation, and customer-facing skills.
- Ability to establish credibility with business customers and technical professionals.
- Leadership in managing diverse, decentralized teams.
- Strong business math and analysis skills.
- Proficiency with Google Suite or related software.
- Advanced planning, strategizing, team leadership, and organizational skills.
Certificates, Licenses, Registrations:
- PMI PMP or PgMP preferred, or ability to obtain within six months if required by contract.
Travel Requirements: Occasional
Security Clearance:
- Must be a U.S. citizen.
- Must be able to obtain and maintain a U.S. Government agency personnel security clearance if required by the contract.
Physical Demands/Requirements: May occasionally need to stand, walk, sit, handle objects, operate equipment, reach, climb stairs, stoop, kneel, talk, hear, and lift/move up to 25 pounds.
Work Environment: Generally quiet to moderate noise level; normal passage of employees.
