Summary
The Principal Environmental Specialist will be responsible for conducting environmental reviews of projects being designed and constructed by MTA Construction and Development to identify potential environmental concerns and develop plans to mitigate them.
Responsibilities
- Leads large field efforts supporting air/noise/wetlands/archeology/historic infrastructure/asbestos & lead abatement/hazardous material categorization & disposal.
- Ensures that the team has tracked necessary equipment, reviewed and logged calibration requirements, and assists with making sure crews have safety plans and files daily logs.
- Manages the survey of areas affected by upcoming construction projects to identify and quantify hazardous materials impacted by the project and develops/reviews abatement/remediation designs.
- Manages environmental reviews of projects to ensure compliance with NEPA/SEQRA regulations.
- Manages staff responsible for overseeing the abatement of asbestos-containing materials and disturbance of lead-containing materials.
- Manages staff responsible for conducting noise and vibration measurements in response to noise complaints and confirming if equipment performs according to specifications.
- Manages staff responsible for environmental sustainability initiatives and maintenance of ISO 14001 certification.
- Serves as Project Manager for Indefinite Quantities Consultant/Contractor Contracts to support Environmental Services staff.
- Leads staffing and resource allocation for program/project needs.
- Applies MTA C&D quality assurance guidelines and procedures for project document management.
- Tracks reports and helps drive deliverable schedules.
- Leads in preparing portions of reports and permit documents.
- Works with GIS support to communicate any updates.
Education and Experience
Bachelor's degree in Environmental Science/Environmental Technology/Environmental Management/Archaeology/Anthropology/Biology/Wildlife or an equivalent subject. Master's degree in various disciplines may be preferred.
Must have a minimum of fourteen (14) years of related experience, including at least ten (10) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.
Competencies
- CEP certification is required (existing employees have two years to obtain certification).
- Demonstrated experience in large-scale environmental issues for significant construction projects or projects with highly complex systems.
- Demonstrated experience leading and managing designers, contractors, subcontractors, and/or vendors.
- Demonstrated knowledge of applicable industry codes and standards.
- Excellent communication and interpersonal skills.
- Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels.
- Demonstrated ability to work in a high-profile, high-pressure environment effectively.
- Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
- Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
- Must possess excellent team-building, listening, problem-solving, and prioritization skills.
- Alternate Delivery experience.
- Proficiency in current industry software and Microsoft Office are required.
