PRE-COM / COMMISSIONING MANAGER

Project: Lesaffre Project - Construction of a new biotechnological production facility to manufacture: Chondroitin sulfate & Vanillin. 150 million EUR investment.
General Responsibilities
The Pre-Commissioning/Commissioning Manager (Precom/com) is responsible for ensuring that all Precom/com activities are carried out in a safe manner and in compliance with contractual requirements, quality standards, allocated budgets, deadlines and rules, in compliance with the Precom/com methodology and procedures developed during the preparation and/or implementation phase.
In accordance with the requirements of the contract:
- He carries out the various start-up phases (Mechanical Completion, Preparation for Start-up, etc.) and ensures that the units are built/pre-commissioned and tested in accordance with the design, plans and specifications
- He supervises the commissioning activities and ensures the delivery of documentation.
- He supervises, advises and assists in the correct preparation and implementation of start-up activities.
Specific Responsibilities
The main missions of the Precom/Com manager include the following tasks (non-exhaustive list):
- He/she organizes, plans and assists the execution of Precom/com activities (in accordance with the requirements of the contract) according to the client's rules.
- Depending on the nature of the contract, he may also be required to assist:
- the start-up and operation of the facilities,
- performance tests,
- Provisional acceptance of the installations after performance tests have been carried out.
- It achieves the project objectives and milestones, mainly the "mechanical completion" (MA) or "ready for the start-up of the installations" (MER) PVs or other specific contractual milestones.
- He leads the Precom/com team in promoting safety and quality to all staff in his organization.
- He manages all the documents necessary for commissioning.
- He organizes the work and staffing of the Precom/com team in a way that respects the project budget and the requirements of the schedule.
- It ensures the timely provision of all temporary equipment necessary for Precom/com activities.
- If necessary, he participates in the preparation of weekly and monthly site reports.
- He assists and follows the representatives of the suppliers according to the needs for the proper execution of the Precom/com and start-up activities.
- He coordinates the interfaces throughout the project with the commissioning and completion manager (Client) to ensure a smooth transfer of the unit by systems, first from the construction team to the Precom/com team and then from the Precom/com team to the client, promoting the integration of future operators in order to guarantee a smooth transfer of maintenance and responsibilities within the deadlines stipulated in the contract.
