MISSIONS / SERVICE DIMENSIONS
Hierarchical relationship: Precom Commissioning Manager (PCCM)

The PCC Work Permit Coordinator (WPC deals with all matters related to the management of the work permit, either an E-permit or an ATJ (daily authorized permit). Throughout the Project, his main responsibility is :
  • to prepare any work permit required by the planning and following the commissioning sequence.
  • to ensure the feasibility against OPERCOM (RFCC/AOCC/PAC/FAC)
  • to interact with the construction manager to be aware and to manage any SIMOPS situation.
  • To interact with the MEL department/maintenance department of the refinery for any SIMOPS.
  • To Interact with ICAPS team and DCC team for all necessaries documents.
  • To assist the PCC manager and the construction managers to prepare the permit to work list (PLANC)

ACTIVITIES
HSE
  • To achieve and to make achieve to the personnel, contractors / subcontractors the HSE rules of the Company.
  • To achieve the goals and annual aims of the Project.
  • To raise anomalies cards for any unsafe/safe situation observed.
  • To be responsible of all necessaries mitigation measure to be put in place for any commissioning job.
  • To fully comply with office security, health and safety instructions.
  • To stay vigilant and maintain continuous awareness of hazards and surroundings.
  • To report to Management on any issue they may face or observe and propose way of improvement.
  • To share recommendations and ensure the workplace is safe meeting all HSE standards.

TTechnical
  • To act as the focal point of contact / responsible person for coordination within the project, team, and in liaison with CMM disciplines leads, ICAPS team, CST team, MNT team, to ensure that all permit requests are developed, submitted, and obtained in a timely manner in accordance with the relevant legislation and the Permits, Licenses, Approvals & Consents (PLANC) Register.
  • To regularly update the PLANC Register with status and generate reports as required.
  • To develop and maintain databases, spreadsheets & reporting tools as necessary to carry out the work.
  • To be aligned and to ensure all involved parties are online with the project's LOTO procedure
  • To carry out any duties assigned in furtherance of the above activities or other activities as may be assigned from time to time.

CONTEXT AND ENVIRONMENT
Resident position in France, work at project fabrication refinery located in Paris region.

QUALIFICATIONS & EXPERIENCE REQUIRED
  • The ideal candidate must hold a Bachelor's degree in Business / Social Sciences, Engineering or Law
  • At least ten years' experience in Oil & Gas with a good understanding of project activities, maintaining, and control of documents.
  • Knowledge of planning and best practices on oil & gas projects.
  • Ability to work independently and meet strict deadlines.
  • Strong communication, presentation, and negotiation skills.
  • Fluency in English, speaking French is a plus.
