Open to contractual candidates: Yes, as an exception to civil servant applications. A contract can be recruited for this position for service needs or due to the nature of the functions when no civil servant applications are successful. The proposed contract cannot exceed three years, renewable up to a maximum of six years. It is possible to recruit someone who has not passed a civil service exam, as one of the grades is an entry-level category C grade allowing direct recruitment without an exam.

Job description: The Compiègne Regional Community is recruiting two Operators for the Intercommunal Supervision Center, responsible for contributing to the security of public places, spaces, and buildings through video surveillance and exploiting images to inform partners involved in intervention on sites.

Responsibilities / Conditions of exercise:

• Use and master video and television image exploitation software, video surveillance systems, cameras, radio communication means, archiving and destruction of video supports.
• Work in constant relation with actors involved in the CSI implementation, and with community services that may intervene on sites: municipal police, technical, maintenance, mediation services.
• Follow procedures for information and intervention, liaise with public safety services, civil security, security companies, maintenance companies, firefighters, customs, etc.
• Respect confidentiality, work under regulations and procedures.
• Manage access control to the intercommunal supervision center for authorized persons (staff register, visitor register, judicial requisitions).
• Monitor external unit requests (logs, phone inquiries, technical incidents, judicial requisitions, etc.) and archive them.
• Ensure communication and instructions between agents are taken into account and transmitted.

Work hours / on-call duties:

• Work in confined environments, possible isolated work.
• Work at night, evenings, weekends, and public holidays.
• Risks of visual and physical fatigue.
• High demanding nature limiting duration of activity.
• Shift schedules include one week with Monday, Tuesday, Friday, Saturday, Sunday from 6 pm to 4 am, and the other week from 8 am to 6 pm, with variations for Wednesday and Thursday.
• Pairing with another operator.

• Familiarity with various software, telephony, and access control systems.
