Duties and Responsibilities

UN Environment Programme implements the International Methane Emissions Observatory (IMEO) and Oil & Gas Methane Partnership (OGMP), an ambitious reporting initiative to facilitate methane emissions reductions from the oil and gas sector. The OGMP is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework (OGMP 2.0) launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices. OGMP reported data will be integrated by the International Methane Emissions Observatory with other data streams (remote sensing data, scientific measurements data, national inventories). A consultant expert in the methane detection, quantification and mitigation process in gas midstream assets (transmission systems, underground gas storages and LNG plants) is needed to provide technical advice and support to the Programme Managers in charge of the OGMP and of the IMEO. The Consultant will provide technical backstopping to the OGMP team, with focus on reporting, data analysis, uncertainty and reconciliation and methane emissions detection, quantification and mitigation technologies. In particular, the consultant work with OGMP member companies on their data methodologies and provide technical feedback to assist their reporting. He / she will contribute to the data review process (annual reports and implementation plan). He / she will support the Task Forces aimed at providing guidance to OGMP 2.0 member companies on how to reach the Gold Standard reporting level. The consultant will also support companies recruitment (presentations, company meetings, investor engagement) with a specific focus on gas midstream companies. He / she will support with technical calls with midstream members and potential members throughout the year to advise and support them on technical topics related to sources of methane emissions as well as methane detection, quantification and mitigation technologies and methodologies. The consultant will review midstream operators (transmission systems, underground gas storages and LNG plants) implementation plans, provide technical feedback to assist their annual reporting, and uncertainty and reconciliation approaches. He / she will develop guidelines to assist companies to meet OGMP 2.0 reporting requirements. He / she will also contribute to the work of technical task forces on the development of supporting materials, technical guidance documents and uncertainty and reconciliation. .

Qualifications / special skills

  • Advanced university degree (Masters degree or equivalent) in environmental, sciences or engineering relevant field. - A first university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - At least three years of relevant work experience in a relevant scientific or technical field, such as atmospheric sciences, environmental engineering, or gas operations - Track record of working with the gas midstream sector, in particular with transmission system operators, underground gas storage operators, and LNG plant operators - Expertise with methodologies and technologies for the detection, quantification and mitigation of methane emissions - Excellent written and oral communication skills - Ability to work independently and support a remote, multi-disciplinary team, using independent judgment to plan, prioritize and organize a diverse workload in a fast-paced environment, - Ability to work with colleagues and partners of varied backgrounds and experience.

    The consultant will perform the following tasks : 1) Review and analyse OGMP companies' annual reports covering : a. Review of methodologies and technologies used by OGMP companies for operated and non-operated assets, representativeness of collected samples, assess robustness of reconciliation processes 2) Support to Task Forces : a. Draft materials / guidance within task force b. Participation in Task Force calls c. Written inputs and feedback on deliverables produced by the Task Force 3) Member recruiting a. Develop materials and deliver presentations to individual or groups of companies b. Participate in engagement meetings and strategy development c. Facilitate information sharing between prospective and existing companies 4) Support with the organisation of technical workshops, annual conference and events organised by third parties 5) Regular technical calls with companies. 6) Technical feedback and guidance to OGMP member companies and UNEP team
