Under the responsibility of the GPI Norse Breeze Company representative, the service holder shall ensure that the Contracts Terms & Conditions for the 400MW Offshore windfarm project NorseBreeze contracting are robust and fair, defending the Company’s interests, in particular by limiting its risks. He is responsible for the contracts from the Call for Tender phase for the project packages (WTG, Transmission, Foundations, T&I, Onshore scope), until the contract awards and their administration to maximize the savings on the project budget.
ACTIVITIES
The service holder shall:
- Be accountable for demonstrating exemplary behavior regarding HSSE rules & requirements and for implementing HSSE requirements in the contracts the job holder is in charge of, mainly within T&I, but also other contracts of varying size.
- Adopt and demonstrate exemplary behavior regarding the Company Ethics and “Code of Conduct” policy.
- Manage the preparation and administration of contracts, including:
- The preparation of tendering dossiers (General and Particular specifications, Exhibits), launching Call For Tenders, managing clarification/negotiation phases, evaluating proposals, and issuing final Recommendations To Award.
- The preparation and coordination of the final set of contractual, commercial, and technical documentation.
- The follow-up of associated commitments, registering them in the company’s tools (ERP (UNISOL), Contract Database, etc.).
- Manage awarded contracts contractually and commercially, liaising with technical specialists for technical management of Contractors, including:
- Handling contractual and commercial changes via Change Order Procedures and Delegation of Authorities, coordinating change requests, participating in change order meetings, and follow-up of approvals.
- Participating in the remuneration process for Contractors by reviewing progress and compiling Milestone Payment Certificates and Invoices.
- Attending meetings with Contractors as required and as specified in contracts.
- Assisting in dispute settlement alongside legal, insurance, and finance specialists when necessary.
- Maintaining clear and accurate records of contractual matters and monitoring key dates.
- Supporting the Budget and Cost Control team in developing and revising the Project Budget based on actual expenditures and potential changes.
- Reporting any concerns or potential claims from contractors to the Company representative.
- Issuing the contract close-out report in accordance with Project procedures.
- Maintaining strict confidentiality regarding contractual and commercial documentation.
CONTEXT AND ENVIRONMENT
The service holder will provide contract engineering support for the GPI NorseBreeze project during the FEED and tender phases in a multidisciplinary, multi-contract environment.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Level of expertise: Bac + 5, in engineering, commerce, or equivalent.
- Strong expertise in legal, contract writing, and contract management in Offshore Wind Farm projects, with at least 10 years of experience in Offshore Wind, especially in T&I contracts.
- Ability to synthesize information and negotiate effectively with contractors and suppliers for task completion.
