An international not-for-profit organization is seeking a qualified software development firm to develop digital compliance platforms for India's building energy and sustainability codes. The firm must have at least 10 years of experience in creating government-facing digital platforms. This opportunity involves building scalable digital infrastructure that contributes to climate change mitigation.
The Global Buildings Performance Network (GBPN) is a rapidly growing international not-for-profit organisation with a mission to reduce the impacts of climate change through policy reform in the buildings sector. GBPN works to drive measurable emissions reductions, increased health and employment in a sustainable buildings sector.
Following the successful development of the e-Compliance Platform for Eco Niwas Samhita (ENS 2024) in the state of Gujarat, the GBPN has been requested by the Bureau of Energy Efficiency (BEE), Ministry of Power, Government of India, to extend this digital innovation to a national level.
In response, GBPN aims to develop two cloud-native, pan-India digital compliance platforms to support the effective implementation of BEE’s two flagship building energy codes:
These platforms are envisioned to be more than just regulatory tools—they will serve as robust, secure, and interoperable digital public infrastructure. By improving transparency, reducing administrative burden, and enabling real-time data analytics, the platforms will support data-driven policymaking, capacity building, and long-term market transformation.
To undertake this work, GBPN intends to hire a qualified software development firm with prior experience in developing climate-tech platforms or compliance systems for the Government of India or similar public sector initiatives.
The selected platform development firm will be contracted by the GBPN to work closely with the BEE and SDAs across India to lead the creation of a first-of-its-kind national digital platform for building energy and sustainability code compliance.
The selected platform development firm will have a unique opportunity to contribute to India’s decarbonization journey by building scalable digital infrastructure that not only improves regulatory compliance and governance efficiency but also empowers policymakers, developers, and energy experts with actionable insights for data-driven decisions.
The selected firm must demonstrate the following essential qualifications and experience to be eligible for evaluation:
Development of a Unified National Digital Compliance Platform for ENS 2024 and ECSBC – Commercial 2024
Objective: To conceptualise, design, develop, deploy, and maintain a modular, secure, multilingual, AI-enabled, and cloud-native digital platform under the leadership of GBPN to enable nationwide compliance with the ENS 2024 (residential buildings) and ECSBC 2024 (commercial buildings).
