Monitoring & Evaluation Expert - Gender Mainstreaming in Public Policies and Budgeting (M/W), fr

This role requires expertise in Monitoring and Evaluation to adjust the logical framework during project development and to determine specific indicators ensuring project quality. The logical framework must be tailored to each beneficiary authority to measure the project's effect based on their action plans.

The expected results include:

  • Adapted logical framework for each beneficiary authority
  • Systematic collection, consolidation, analysis, and sharing of monitoring data
  • Accountability mechanisms for donors and beneficiaries
  • Evidence to measure project outputs, outcomes, and impact
  • Continuous learning about activities implemented

The tasks involve updating the project's theory of change, reviewing monitoring needs, finalizing the M&E framework, updating plans and indicators, setting up data collection and visualization tools, updating baselines, training the project team, supporting implementation, and participating in evaluations.

Deliverables include an updated M&E plan, logical framework, theory of change, data collection tools, and reports.

This remote role, based in Paris, supports a project across multiple EU countries, focusing on gender mainstreaming in public policies and budgeting. The work language is English, with the mission starting late May or June 2023, lasting until December 2024, approximately 30 days in total.

Qualifications include at least 5 years of experience in M&E, public policies, or gender policy projects, proficiency in relevant tools, and fluency in English; French skills are an asset.
