The role involves engaging external partners, ensuring quality assurance of the data platform, and collaboration among various teams. Description du poste

Data modelling development and improvement

  • Analyse data models contrast them with statistical and technical guidelines (SDMX and others);
  • Develop and draft modelling methodology notes for non-experts;
  • Propose models that fit; author SDMX artefacts to represent structures and data accordingly;
  • With third-party partner organisations (typically national statistics offices) carry out analysis design training and support activities in data modelling either as part of a team or autonomously.
  • Engage with the 100 OECD data producer teams and various external statistical partners in the domains of data modelling best practices SDMX adoption and data-warehousing in bilateral projects or running campaigns for broader up-skilling or best practice adoption.

Data Platform quality assurance

  • Contribute to implementing innovative methods for collecting and structuring diverse types of data e.g. web scraping data crawling and batch processing;
  • Contribute to developing the framework for automated reshaping of multiple data sources into easily usable formats and structures;
  • In consultation with other team members and project managers participate in the definition of systems database architecture and structure user interfaces workflows and control processes. Create and work on demonstration environments proofs of concept and prototypes.
  • Test new releases of the .Stat Suite at the OECD animate the data-producer testing process and interface with the teams that ensure maintenance and monitoring of .Stat Suite for smooth roll-outs and assist with diagnostics and troubleshooting when modelling competences are required.

Communication and Collaboration

  • Draft or review functional specifications; analyse document develop test deploy and maintain optimised secure open-source and closed-source statistics and data solutions;
  • Mediate between data-producers and solutions developers or IT infrastructure providers;
  • Work in close collaboration with other teams to ensure the successful and efficient delivery of solutions;
  • Provide advanced solution support and diagnostics as well as technical community support;
  • Provide regular reporting as required.

Qualifications :

Ideal Candidate Profile

Academic Background

  • An advanced university degree in statistics mathematics computer science economics or in a related field.

Professional Background

  • A minimum of 5 years professional experience ideally in database modelling information modelling classification or metadata management.
  • Proven experience with standards classifications taxonomies and ontologies.
  • Proven experience working with statistical subject matter experts in analysing modelling interpreting statistics and data more broadly.
  • Experience with speaking to groups at conferences and presenting ideas concisely to expert audiences would be an asset.
  • Experience with designing and executing capacity building or training activities would be an asset.
  • Experience with modern programming languages application development systems and development methodologies.

Tools

  • Familiarity with Statistical Data and Metadata eXchange (SDMX) standard with a commitment to reaching a good working level. Alternatively a good data modelling background outside of the statistical context for example as part of data-warehousing / BI projects.
  • Git version control and workflows including devops components (in particular Gitlab).
  • Programming languages : Python and R; other scripting languages would be an asset in particular VBS PowerShell.

  • Fluency in one of the two OECD official languages (English and French) and knowledge of or a willingness to learn the other.
