Médcins Sans Frontières, an international medical humanitarian organization founded in 1971, provides medical assistance to populations whose lives are threatened, mainly in the event of armed conflict, but also epidemics, pandemics, natural disasters, or exclusion from healthcare. The French section is present in around thirty countries.

Job objectives and main responsibilities :
  1. Provide advice and direct support to HR coordination teams in the field in defining, reviewing, and applying the HR framework for assignments, including the rollout of Rewards Review benefits.
  2. Contribute to the development of tools and guidance for field HR teams, building on experience gained during field projects.
  3. Contribute to the development of skills and empowerment of international and national HR teams in managing the HR framework.

The HR Policy Mobile Support Officer works across several missions and teams, primarily in the field (minimum 60%), reporting to the HR Policy POT referent. Field assignments vary based on needs and can last from a week to several months.

  • In the field, reports to the mission head for logistical, security, and administrative matters, and to both the HR Cell and the HR policy referent for work priorities and support scope.
  • Between assignments, finalizes field HR projects, advises units and HR teams, contributes to MSF transversal tools and guidelines, provides technical support, and participates in training and community building.
1. Operational support to field HR teams :

Supports the HR coordination team to ensure the local HR framework achieves objectives such as operational efficiency, legal compliance, consistency with MSF standards, social dialogue integration, reducing intersectional differences, and proper communication.

  • Provides technical expertise, manages project stages, coordinates intersectional issues, advises on social dialogue, and produces deliverables.
2. Development of MSF transversal tools and guidance :

During between assignments, contributes to the development and deployment of HR tools and guidance, leveraging field experience.

3. Skills development and empowerment :

Supports updating and facilitating HR training modules, develops the field HR community through webinars, seminars, etc.

Job requirements :
  • Experience in NGOs, including MSF, is mandatory.
  • Several HR experiences in the field, such as HRCO or PAM, are mandatory.
  • International experience (expatriation or detachments) required.
  • Proficiency in English and French (C1 level).
  • Extensive HR skills, especially in staff administration.
  • Legal background and experience in designing HR policies are assets.

Position specifics :
  • Field-based with frequent travel (60%).
  • Full-time, 12-month fixed-term contract.
  • Salary: €2408 gross/month (level 12, MSF grid), commensurate with experience.
