Posting Details (Default Section) Posting Number: 20254371S Position Title: Mechanical Systems Manager Position Type: Staff Location: Villanova, PA Recruitment Type: Internal/External Applicants Work Schedule: full-time/12-months Avg Hours Week Department: 791-FS - Administration Position Summary: Performs diverse administrative, supervisory and technical duties to efficiently and safely manage in-house and contracted technicians in operations of all mechanical systems and associated systems on campus in compliance with all national and local regulatory requirements associated in the HVAC industry. Proactively manages, mentors, trains, and supervises maintenance tradespersons. Schedules, assigns, observes and inspects work of employees while in progress and when completed to insure work done according to all applicable codes and regulations and in a workman like manner to the customer’s satisfaction. Interfaces and provides feedback to Engineering & Construction on development and review of project plans. Position requires 24-hour availability for operational emergencies.
Work is performed in three shifts and this position requires on-call duty rotation, with occasional second or third shift work.

- Assign specific tasks and duties to subordinate employees in accordance with their individual capabilities and job classification. Hold them accountable for the satisfactory performance of such duties. Manage all planned maintenance in assigned area of responsibility. Schedule, monitor and inspect planned maintenance work.
- Mentor, train, and supervise maintenance tradespersons, including handling union grievances. Direct and advise tradespersons on job related matters. Coordinate and approve all labor time in timekeeping system each week.
- Utilize the work control system to proactively manage all work orders. Enter data into the work request system to update status or close outwork orders.
- Inspect all projects assigned on a routine basis and assure that work is performed properly. Proactively communicate with clients on the status of their jobs.
- Coordinate and approve all purchases of supplies and materials utilizing ESM (NovaBuy) and Concur (NovaPay) to both create, process, reconcile and approve purchase orders and contractor/vendor invoices for payment.
- Maintain assigned budget in area of responsibility in coordination with Director of Maintenance.
- Coordinate with Senior Building Automation Systems Manager, Preventative Maintenance and Service Contracts Manager, and Chief Engineer to organize and inventory all mechanical systems components to formulate an effective preventive maintenance and capital renewal schedule.
- Coordinate with Chief Engineer to organize and inventory all mechanical systems and water system chemical treatment systems and manage the chemical ordering a distribution schedule.
- Coordinate with Senior Building Automation Systems Manager and independent contractors to service and operate all components of the various Building Automation Systems ( BAS ) across campus.
- Ensure all HVAC systems are certified for operation in accordance with State Codes including:
Maintains refrigerant inventory and usage/loss data for EPA regulations.
Collaborates with the University’s Environmental Health and Safety department, especially in the preparation of permit submittals.
Meet with state and insurance carrier inspectors for annual inspections and properly remediate as necessary to achieve compliance for any pressure vessels. - Coordinate with Construction and Engineering division for the content, drawings and specifications on all new construction projects to ensure compliance with the University’s Maintenance program standards.
- Performs additional duties and assists with special projects as assigned.
Minimum Qualifications:
Formal Education: (e.g., degree)- High School Graduate.
- Journeyman’s level of the trade preferred.
- EPA Refrigerant Universal Certification preferred.
- Bachelor’s Degree desired.
Minimum Work Experience: (type and number of years)- Ten years working at the journeyman level in air conditioning, heating and refrigeration systems
- Five years’ experience as a lead person or supervisory capacity required.
Specific Job Knowledge: (e.g., knowledge of principles and procedures related to field and area)- Working knowledge of major air conditioning, heating and refrigeration systems functionality, operations and component. Knowledge of Federal, State and local Mechanical& Refrigeration Codes. Able to provide specifications and code requirements in order to provide estimates and material procurement, for all general building, carpentry and locksmith system equipment installation and repair.
- Must have knowledge to be able to respond to emergency service calls related to HVAC and to make decisions to initiate the restoration and /or repair of such systems
- Working knowledge of all maintenance functions including carpentry, painting, HVAC , plumbing, building restoration, roofing and the locksmith trade. Knowledge of local building and fire safety codes.
- Fully knowledgeable of general building specifications. Able to provide specifications and code requirements to provide estimates and material procurement, for all general building, plumbing, fire sprinkler and fire alarm system equipment installation and repairs.
- General knowledge of all building systems.
- Must be able to perform and carry out all duties in order to provide a safe environment in all University facilities, including but not limited to classrooms, student residences, dining facilities, laboratories, athletic facilities, and any other property or facilities owned and/or operated by the University in accordance with applicable standards of the current fire and life safety codes which Villanova University adheres to.
Work Skills: (e.g., written and verbal communication skills)- Must have the ability to follow both verbal and written directions in English; the ability to interact with students, faculty, administration, and staff in a professional and positive manner, as well as the ability to read and understand the National Plumbing, National Building, NFPA and ICC codes and OSHA guidelines, such as Material Safety Data Sheets, equipment safety data plates, fuel/chemical flash points, etc.
- Must have and maintain a valid State driver’s license. Must be able to meet and maintain VU driving privileges as outlined by Villanova’s Risk Management’s Motor Vehicle Record Policy for Drivers of University Vehicles.
- Must have the ability to read and interpret complex blueprints, drawings/sketches, schematics and diagrams.
- Computer knowledge of Windows 10 or subsequent windows operating systems.
- Must be able to utilize all Basic Microsoft Windows Office applications and Microsoft Outlook programs. TMA work order system and Kronos ( UKG ) time keeping system knowledge a plus.
Equipment Knowledge:- Must be able to utilize all equipment required to ascertain deficiencies in heating, air conditioning and refrigeration systems. Knowledgeable and experienced to teach the use of all remedial equipment to subordinates.
- Working knowledge of all hand and power tools and equipment used in the trades.
- Must be able to utilize test equipment needed to identify deficiencies in general building, plumbing, fire sprinkler and fire alarm systems. Knowledgeable, experienced and ability to teach subordinates.
Preferred Qualifications:
- Journeyman’s knowledge of trades desired
- Bachelor’s degree desired
- Five years’ experience as a lead person or supervisor in any of these trades is desired.
Physical Requirements and/or Unusual Work Hours:
Working Conditions/Environment: (conditions, if known, which may impact the Incumbent working in this position) a.
Tools, machinery and equipment used: Computer, meters and hand tools, refrigeration tools. b.
Environmental conditions: (any unusual/adverse conditions such as exposure to chemicals, noise, illumination, air quality, weather exposure etc.) Exposure to noise confined space, dust and dirt, some outside work in extreme cold and heat conditions normal for this climate. c.
Physical requirements: (items such as lifting, pushing, pulling, standing or sitting for extended periods of time, manual dexterity, walking etc.) Must have the physical ability to climb ladders, to bend, reach, crawl, and lift up to 60 lbs.; the ability to work in enclosed spaces. d.
Personal communication requirements: Required to have a personal cell phone and supply the contact number to all managers and co-workers so that they may reach you when you are out of the office during normal working hours and in case of emergency. Must be available for rotating schedule 24 hour “on call” supervisory services.
