Description du poste

ASN is the world leader for the delivery of turnkey submarine networks. ASN provides a full set of services and product manufacturing, working closely with an ecosystem of suppliers for about M€ of yearly spend.

In close collaboration with Project Management, Industrial and Marine Organisations, the ASN Purchasing organization is in charge of all third-party sourcing strategy.

The candidate will purchase marine services related to Permit in Principal for telecom cable installation and marine Survey services all over the world, with third-party suppliers duly selected for ASN Projects in relation with Project manager, legal, insurance, HSE, taxes & compliance departments, and technical competence center.

Main Responsibilities:

• Main scope / categories: marine Permits (governmental permits) and terrestrial telecom cable Station.
• Develop yearly sourcing strategy aligned with forecasted activities to secure project deliveries in due time and within allocated budget. Ensure Purchasing KPIs are reached, such as:

1. Saving
2. Payment Terms optimization
3. Supplier availabilities aligned with forecast to secure on-time services deliveries
4. Quality HSE

Ensure proper processes are driven, including:

1. Legal contract management - T&Cs (writing, negotiation, approval, records, claim support, template evolution)
2. Support tactical procurement sourcing strategies with RFI, RFQ, supplier portfolio optimization
3. Screening of the ecosystem of suppliers to ensure competitive bidding
4. Optimal usage of negotiation tools
5. Ensure “Preferred” suppliers’ approval & utilization
6. Ensure PR / PO are validated prior to any work starts
7. Ensure Supplier Risk Assessment (SRA), Supplier Business Review (SBR), Score Card are being performed and used
8. Ensure HSE Suppliers qualification and compliance with local legal rules
9. Ensure proper Supplier training is being performed if required

Capability to support cross projects between different teams

Good knowledge of Microsoft Office including Excel, and SAP

Ability to multitask on multiple projects

Language – French and English fluent

Supply contract legal knowledge

Willingness to travel
