Job Description

ASN is the global leader in delivering turnkey submarine networks. We provide comprehensive services and product manufacturing, working closely with a network of suppliers, with an annual spend of approximately €800 million.

The Purchasing organization collaborates closely with Project Management, Industrial, and Marine teams to develop sourcing strategies for third-party services related to permits for telecom cable installation and marine survey services worldwide. This role involves working with selected suppliers in coordination with project managers, legal, insurance, HSE, taxes & compliance departments, and the technical center.

1. Main scope/categories: Marine permits (governmental permits) and terrestrial telecom cable station services.
2. Sourcing strategy development: Develop annual strategies aligned with forecasted activities to ensure timely project delivery within budget and meet KPIs such as savings, payment terms optimization, supplier availability, quality, and HSE standards.
3. Process management: Manage legal contracts (writing, negotiation, approval), ensure proper make-or-buy decisions, support tactical sourcing with RFI and RFQ processes, optimize supplier portfolio, ensure competitive bidding, and utilize negotiation tools effectively.
4. Supplier management: Approve and utilize preferred suppliers, validate purchase requests and orders, perform risk assessments, supplier reviews, scorecards, and ensure compliance with legal and HSE standards. Conduct supplier training and manage mitigation strategies.

Candidate Profile

• Ability to support multiple projects across teams.

• Excellent oral and written communication skills.
• Proficiency in Microsoft Office 365 (Excel) and SAP.
• Ability to multitask effectively.
• Experience in supplier ecosystem screening and competitive bidding.
• Strong negotiation skills and utilization of negotiation tools.
• Knowledge of legal aspects of supply contracts.
• Fluent in French and English.
• Willingness to travel.

Experience in purchasing within the Oil & Gas or maritime industries is a plus.
