JOB DIMENSIONS
The service holder is responsible for coordinating and supervising the activities that could be necessary during the Life of Project and FEED activities up to the close out.

ACTIVITIES
  1. Accountable for all matters related to the safety engineering, fit for purpose and with full respect to the Statement of Requirement with approved changes.
  2. Represents the COMPANY technical authority for this discipline.
  3. Prepares and suggests technical content of essential studies to initiate CONTRACTOR action and conformity with state of the art plant design.
  4. Defines the overall safety concepts and engineering principle to meet the COMPANY requirements, applicable regulations, and good engineering practices in terms of design, maintainability, operability, and security.
  5. Supervises all subcontracted studies and provides support to other packages with the support of Head Quarters specialist.
  6. Proposes recommendations on technical deviation requests and keeps updated the documentation related to the Safety discipline.
  7. Participates in studies required by third parties.
  8. Coordinates with our affiliate in Nigeria as necessary.
  9. The job holder will be supported by one Safety Engineer. He is responsible for the Safety Engineer workload, task attribution, and priority.
  10. Communicates and applies the H3SE policies of the COMPANY and ensures the engineering is developed accordingly.
  11. Ensures the correct implementation of COMPANY rules and specifications (CR's/ GS's), Project specifications, relevant international standards, and any applicable regulations requirements.
  12. Updates as required the project Safety Concept document for EPC phase.
  13. Leads the review of the CONTRACTOR's key deliverables such as: Safety Concept, Safety Philosophies, Safety distances calculations notes, and QRA/FRA/ERA and consolidates comments from the other engineering disciplines and operations.
  14. Provides technical assistance to the project for any technical audits (required by the banks and the insurance companies or Board of Directors, HAZOP, PR...).
  15. Reports potential impact on overall project strategy, planning, and target achievement.
  16. Promotes workshops with the HQ specialist and/or CONTRACTOR's specialist to ensure COMPANY concepts and comments are well understood and quickly integrated into technical documents.
  17. Guides CONTRACTOR main design selection in a Fit-for-Purpose approach to reach an optimized design. Accordingly, he promotes and follows until approval the deviation request to COMPANY requirements in the meantime.
  18. Ensures through efficient review the good respect of the applicable frame of reference.
  19. Participates actively in proper interface management with Process, Piping, Electrical, Instrumentation... studies carried out during the EPC phase.
  20. Reviews and comments on the key technical documents of the interfacing disciplines such as Process, piping, instrumentation, rotating machines... as well as project procedures, if required.
  21. Participates in the Project HAZID, HAZOP, SIL, Risk reduction Workshop, TRA reviews, and PR.
  22. Organizes with its counterpart discipline weekly meetings and reports highlights to its management with proposed mitigation measures when deemed required.
  23. Participates in internal engineering weekly meetings.
  24. Provides its technical inputs to any contractual discussions with CONTRACTOR.
  25. Contributes to the development of the digital plant through the centric data management when applicable.
  26. Participates in audits of risk-CONTRACTORs if need be.
  27. Participates in Vendors and for LLIs technical evaluation.
  28. Ensures design validity and coherence with other disciplines.
  29. Participates actively in proper interface management with all CONTRACTOR.
  30. Calls for/Participates in interfaces coordination activities and ensures synergies are developed between the different CONTRACTORs.
  31. Gets knowledge of the Nigerian norms and practices and uses it in the project when relevant.
  32. Assists commissioning, start-up, and Operation team when required. Transfers project knowledge to operations.
  33. Prepares REX and Lessons Learnt all along the FEED.
  34. Contributes to personnel skills improvement and encourages knowledge transfer.
  35. Participates in the critical safety equipment packages factory inspections as deemed necessary.
  36. Contributes to the advancement of working methods and tools within his specialty.

CONTEXT AND ENVIRONMENT
The GPI team oversees Ntokon and Ima projects, main drivers being to ensure a cohesive approach across both projects, to mutualize best practices, and create synergies towards CAPEX reduction objectives.
Both projects are innovation-driven with Conductor Supported Platform and Zapock pipeline concepts to be rolled out and are developed with the objectives to maximize economical results by optimizing the reserves, the schedule, reducing the costs, and the Greenhouse Gas (GHG) emission, while maintaining the technical quality of the installations, with high H3SE requirements and focus.
Ntokon project
  1. Is a development in OML102 block in Nigeria based on minimalistic wellhead platform tied-back to Ofon OFP2 CPP via 26km pipelines (1 multiphasic production line, 1 water injection line).
  2. FEED started in October 2024 for 5 months, FID is expected end Q2 2025 and first oil Q2 2027.

Ima Project
  1. Is a development in OML112/117 block in Nigeria based on minimalistic wellhead platform tied-back to BNAG CPF via 23km pipelines (15km offshore, 8km onshore).
  2. FEED starts in Q1 2025, FID is expected end Q4 2025 and first oil Q1 2028.

QUALIFICATIONS & EXPERIENCE REQUIRED
  1. Qualification: Chartered Technical Safety Engineer or equivalent
  2. The service provider must also have skills mainly in Process engineering and basic knowledge in piping, instrumentation, and rotating engineering.
  3. Familiar with QRA methodology, Risks Assessment, Safety Distances Calculations, 3D CFD simulations.
  4. Professional Experience: 10-15 years' experience in Oil & Gas Industry or Construction field
  5. Experience in similar position: +10 years
