Intern - Evaluation

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a social mandate from its 43 member states. It finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. The CEB's Office of Independent Evaluation (IEV) conducts independent evaluations of selected CEB operations, initiatives and instruments to assess their performance in achieving results aligned with the Bank's social development mandate.

IEV is looking for an intern to assist in the preparation and implementation of planned and ongoing evaluations, and to contribute to other IEV deliverables and activities. The intern will report to the Senior Evaluator and work closely with IEV colleagues.

Main responsibilities:
  • Support the evaluation team in collecting and analysing data and information for ongoing evaluations and for selected IEV deliverables (evaluation reports, abstracts, working papers). This includes researching data, reviewing project and sector literature, attending and contributing to interviews with internal and external stakeholders, and preparing charts and figures.
  • Help detect and flag pertinent issues in assigned activities and improve the quality of IEV's outputs.
  • Assist with logistics and administrative tasks for meetings, presentations and knowledge-sharing events organised by IEV.
Profile:
  • Graduated within the past 24 months or currently in the final academic year at a higher education institution (ideally at Master's level or equivalent).
  • Studies in a relevant field such as evaluation, development studies, economics, social/political sciences, urban/environmental studies, business administration or international affairs.
  • Relevant professional or voluntary experience (academia, research institutes, inter-governmental or non-governmental organisations) is an advantage, but not required.
  • Strong interest in social, economic and environmental issues and policies in CEB member countries.
  • Knowledge of evaluation methodologies is an asset.
  • High proficiency in MS Office, especially Excel and PowerPoint; familiarity with data analysis and presentation software is an advantage.
  • Excellent command of English or French, both oral and written; working knowledge of the other is desirable.
  • Nationality of one of the CEB Member States.
Conditions:

6-month internship starting in February 2027, with some flexibility on the start date. Paid internship allowance of €1,800 per month as a flat-rate indemnity. Travel expenses are not covered. The internship does not confer CEB staff status.

Closing date: 2026-11-11
