The Intelligence Programs Group (IPG), part of SPA’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). SPA has a need for an Intermediate Acquisition Support professional in support of its Caledonia effort supporting a local Intelligence Community (IC) customer. Caledonia will provide support to Systems Engineering and IT Service Strategy, Enterprise Planning and Management, and Enterprise Acquisition and Contract Management functions.

Responsibilities

The successful candidate will work as a member of the Caledonia Program Acquisition Support team and perform the activities required for acquiring the hardware, software, material, facilities, personnel, data, and services of a system in support of the customer mission.

  • Support the planning, execution, and management of the acquisition lifecycle functions for the contract - pre & post-award.
  • Develop, recommend, and implement acquisition lifecycle process improvements as required by the customer.
  • Support market research activities as required by the customer.
  • Prepare, organize, author, and perform other required coordination of acquisition documents for customer adoption (e.g., acquisition strategy, acquisition plans, risk analysis, SOWs, task orders, engineering change proposals, award fee materials, cost estimates, etc.) and other required solicitation/contract management attachments.
  • Conduct RFP development, cost estimation, execution, and coordination activities.
  • Identify, formulate, and collect documents for inclusion in Contractor Bidders’ Library for supported acquisitions.
  • Identify and assess risks associated with acquisition implementation and management approaches for supported acquisitions.
Qualifications

Required Qualifications:

  • Active TS/SCI clearance with CI Poly.
  • BS degree in Science, Technology, Engineering, or Mathematics.
  • 4+ years of demonstrated experience supporting enterprise architecture development activities such as the tasks above.
  • NRO or IC mission experience.
  • Familiarity with FAR, OTAs, and other acquisition policies and guidance.
  • Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility.
  • Ability to relate professionally with senior Government customers and colleagues.
  • Strong written and verbal communication skills.

Desired Qualifications:

  • MS in Science, Technology, Engineering, or Mathematics.
  • DAWIA certification(s).
  • Knowledge of the NRO Acquisition Manual (NAM).
  • Certifications related to functional responsibilities such as but not limited to Certified Enterprise Architect (CEA) and Information Technology Infrastructure Library (ITIL).
  • Information Technology (IT) Architecture domain experience in Intelligence Community (IC), Department of Defense (DoD), or Federal Agency, with previous exposure to DoD Architecture Framework (DODAF), and/or Joint Architecture Reference Model (JARM) artifacts.
  • Knowledge and understanding of Intelligence Community IT Enterprise (IC ITE) service offerings, architectures, and service adoption.
  • Federal Acquisition training.
