CloudHQ is seeking an Infrastructure Project Manager, EMEA to lead delivery of utility infrastructure across multiple hyperscale data center projects. You will coordinate with internal teams and external partners to ensure reliable, scalable power and related infrastructure.

The role requires 8+ years in complex utility projects, fluency in English, and strong cross-functional leadership in a fast-paced global environment. Travel across EMEA may be required.

Qualifications

  • Bachelor’s or Master’s degree in a relevant field.
  • 8+ years of delivery experience in utility infrastructure within EMEA.
  • English fluency required; German/French/Italian/Spanish desirable.

Responsabilités

  • Lead infrastructure projects for CloudHQ across the EMEA region, coordinating with internal teams and external stakeholders.
  • Negotiate with utilities and grid operators to secure power capacity and manage interconnection processes.
  • Coordinate with EMEA Power Systems Engineer to ensure a unified power solution delivery.
  • Oversee project governance, reporting, and approvals; identify risks and escalation needs.
  • Drive scope, budget, programme, and development strategy from feasibility through delivery.
  • Ensure compliance with EHS regulations and promote a safe working environment.
  • Liaise with customers to align solutions with CHQ data center needs and handover to operations.

Role Overview:

The Infrastructure Project Manager, EMEA is responsible for managing the delivery of CloudHQ’s utility infrastructure across multiple hyperscale data center projects in the region. This role plays a critical part in ensuring that all infrastructure meets the highest standards of reliability, efficiency, and scalability.

The ideal candidate will have a strong background in managing complex utility projects, utility infrastructure coordination, as well as experience working with cross-functional project and operations teams in a fast-paced, global environment.

Key Responsibilities:
  • Establish project leadership for infrastructure projects, build and leverage partnerships with internal teams (development, construction, operations, finance, legal) and external stakeholders (consultants, authorities having jurisdiction, utilities providers, project partners, contractors)
  • Coordinate with and support (from a delivery perspective) CloudHQ’s EMEA Energy Lead in negotiations with utilities and grid operators to secure power capacity and manage interconnection processes.
  • Liaise closely with EMEA Power Systems Engineer to ensure a coordinated approach to delivering power solutions across the region.
  • Lead project governance, reporting and approvals processes.
  • Ensure clear communication of project status, risks and identify where key decisions can be made or escalation to executive leadership is required.
  • Lead projects from early-stage feasibility through construction to delivery of all CloudHQ’s utility Infrastructure across EMEA.
  • Define and manage scope, budget, programme, and development strategy.
  • Support Test-fit feasibility in respect of utility infrastructure requirements, planning and zoning constraints.
  • Support power, water, fibre and water infrastructure availability.
  • Confirm alignment with project business cases and manage internal investment approvals.
  • Subsequently, with technical teams, lead the development of concepts, basis of design, and detailed design packages for utility infrastructure (Substations, cable interconnections)
  • Manage and coordinate multi-disciplinary consultants (architects, engineers, planners, project & cost management consultants);
  • With consultant support develop and manage project budgets and ensure cash flow alignment
  • Coordination and management of internal and external resources, and driving results in:
  • Change management
  • Procurement, confirming strategies, scope definitions and ensure Employer’s Requirements are complied with;
  • Proactive management of market conditions and ensuring an agile approach to adaption (supply chain, contractor availability, utilities constraints);
  • Risk identification and ensuring appropriate mitigation measures are in place;
  • Establish reporting protocols on scope and schedule as required, ensuring effective reporting to senior leadership;
  • Ensure establishment of a robust and detailed project programme that can be used to negotiate
  • Ensure delivery awareness, applying practical understandings of construction sequencing and logistics, commissioning and integration of systems to be able to handover to operational teams
  • Ensure projects are fully prepared for construction
  • Ensuring compliance with Environmental, Health & Safety (EHS) regulations, and requirements. Help promote a safe working environment for all team members, colleagues, contractors, and customers.
  • Challenge and remove barriers by working with others around a shared need or customer benefit. Be proactive in driving for the best solutions for our customers;
  • Ability to maintain a broader perspective, identify and evaluate opportunities to enhance the business through cross-group collaboration. This should not be limited to your specialism but be across all disciplines
  • Liaise with our customers to assist them in the delivery of their preferred solutions into CHQ Data Centers and be part of the team that makes us the data centre provider of choice
  • Consult with global CHQ colleagues to ensure that best practice is uniform across all our developments, irrespective of geographic location
  • Champion CHQ initiatives on all projects; and
  • Adhere to and promote the core values of CHQ.
Required Experience & Qualifications:
  • Bachelor’s or Master’s degree preferred, relevant project management experience in delivery of large-scale utility infrastructure also acceptable.
  • Minimum 8+ years’ experience in delivery of utility connections or similar complex technical projects across EMEA; Data Centre experience preferred
  • Background in complex industrial, grid infrastructure, pharmaceutical, or mission critical / high-tech development preferred if no data centre experience.
  • Fluency in English is required. Proficiency in German, French, Italian and/or Spanish is highly desirable.
Preferred Qualifications:
  • Strong experience in delivery of complex utility infrastructure across EMEA
  • Strong knowledge and understanding of construction across EMEA
  • Strong experience managing multiple major projects effectively
  • Working knowledge of construction contracts used across EMEA
  • Ability to work cross-functionally with a team, as well as work independently applying individual expertise;
  • Excellent communication skills and the ability to collaborate
  • Critical thinker and problem solver
  • Strong interpersonal skills with the ability to effectively interface directly with customers;
  • Comfortable with high exposure to executive leadership to drive strategic development decisions;
  • Willingness to travel locally and internationally (EMEA) on a regular basis, with a valid passport and awareness of visa requirements and Schengen travel limitations
  • Strong commercial and financial acumen
  • Proficiency with MS Office
  • Experience with Scheduling/Programming software and analysis;
  • Ability to function effectively in a fast-paced environment, recognizing needs to work outside of normal business hours due to global business needs;
  • High attention to detail with ability to think strategically and understand wider business objectives.
