The ideal candidate will have a PhD in a relevant field, 12 years of experience, and proven leadership in resource mobilization and partnership management. Description du poste

The International Livestock Research Institute (ILRI) seeks to recruit the Regional Director, Eastern and Southern Africa, to provide strategic direction and oversee the implementation of ILRI’s research for development portfolio in the region. The incumbent will be responsible for identifying impact opportunities, collaborating with internal and external stakeholders to catalyse and scale transformative livestock-based solutions and innovations.

ILRI aims to improve food and nutritional security and reduce poverty in developing countries through research focused on the efficient, safe, and sustainable use of livestock. It is one of 15 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, ILRI has regional and country offices in East, South, Southeast Asia, and Africa.

Key Responsibilities
Strategic Planning and Regional Management :
  • Lead the development and implementation of country and regional strategies aligned with ILRI’s overall strategy and regional needs.
  • Develop engagement strategies and implementation plans, including partner engagement and resource mobilization.
  • Contribute to ILRI’s strategic goals and ensure their effective implementation in coordination with institutional leadership.
Representation :

Represent ILRI at regional and country levels, engaging with partners and stakeholders, including government officials, to support its mission and goals.

Partnerships and Communications :

Lead regional strategic alliances and partnerships. Collaborate with the communications team to develop a Regional Communications and Knowledge Management Plan tailored to key stakeholder groups.

Resource Mobilization :

Develop and coordinate fundraising plans, identify funding opportunities, and engage program leaders and the business development unit to pursue these opportunities, maintaining awareness of donor priorities and funding initiatives.

Operational Management :
  • Oversee ILRI’s regional operations.
  • Provide programmatic and operational oversight to regional projects.
  • Implement and monitor financial and operational policies at regional and country levels.
  • Advise the Director General and leadership team on regional priorities and challenges.
  • Provide technical support for projects and activities as needed.
People Management :

Lead talent management initiatives, including recruitment, development, and fostering an inclusive workplace culture across regional and country offices.

Requirements
  • PhD in animal science, agriculture economics, environmental science, social science, development science, or related fields.
  • Minimum 12 years of experience, with at least 3 years as a Regional or Country Director/Manager in a development or international organization, preferably in sub-Saharan Africa. Candidates with MSc and extensive experience will also be considered.
  • Deep knowledge of livestock systems in the region and their relation to global challenges such as hunger, poverty, climate change, and environmental degradation.
  • Proven ability to build relationships, network, and manage partnerships at senior levels.
  • Understanding of current regional and pan-African agendas and ILRI’s potential contributions.
  • Extensive leadership experience managing interdisciplinary, gender-inclusive, multicultural teams to develop regional strategies and implement projects.
  • Demonstrated success in mobilizing resources and managing large funding initiatives and complex proposals.
  • Strategic thinking skills with the ability to synthesize complex issues into clear messages.

Post location: The position will be based in Dar es Salaam, Tanzania.
