Job Description :

As part of the development of its engineering and integration activities of transport systems, PARSONS Europe is looking for its Director of Offers – Europe Region to manage the responses to calls for applications and calls for tenders for the whole of Europe Region.

The Bid Director coordinates, during the prequalification and bid phases, the PARSONS teams composed of engineers, technicians, experts and external stakeholders throughout the offer phase until contract signature and transfer to the Project Manager designated. Upstream, it declines the strategic and commercial approach of identification of target markets led by the General Management and the commercial team.

Minimum Requirements:

MUST be a fluent French speaker with very high English language capabilities.

RESPONSIBILITIES :

  • Supervises, in liaison with the Parsons General Management, daily monitoring on the various European internet platforms to track the notices of calls for Pre-Qualification, Invitation To Tender and contract award notices.
  • Supports the Europe Sales team in the management of commercial data in PARSONS Salesforces CRM tool (lead, accounts, milestone dates, award dates, gate reviews, actions...).
  • Participates in the meetings and commercial events of the PARSONS development teams to ensure business intelligence.
  • As soon as they are available to the market, analyses the tender documentation (consultation rules, consultation files both technical and administrative) and summarize them in preparation for the various bid validation reviews.
  • Estimates the budgets and the schedule of the offers with the support of the technical teams and the different benchmarks available on offers and similar projects.
  • Defines, in liaison with General Management of PARSONS Europe, the winning strategy in terms of alliance, the distribution of activities in the event of a Joint Venture, the selection of potential subcontractors, the winning themes and the winning price to be achieved.
  • Plans and coordinates the entire bidding process, from the analysis of the ITT documents to the delivery of the Parsons offer(s), until the contracts are signed, with the PARSONS’s teams and with the external partners (JV partners and / or subcontractors).
  • In accordance with PARSONS's rules and bid processing steps, prepares the internal bid reviews that can mark the qualification and the bid response process (GO / NOGO Review, Winstrat, Executive Process Review, Gold / Red team reviews ...).
  • Ensures the quality and completeness of all the documents requested in the ITT (administrative files, technical files, memoire...). He verifies their accuracy with respect to requests for the bid file.
  • Performs budget estimates of financial offer with the support of the Europe project teams and in line with financial objectives and acquisition strategy of Parsons in Europe.
  • Ensures that the sales assistant meets the administrative obligations, the completeness and the validity of the administrative documents (Registrations, Declarations, tax declaration ...).
  • Ensures the set up and reliability of access to web based tendering platforms (company account, rights of access to applications and calls for tenders, validity of electronic signature certificates, etc.).
  • Ensures the follow-up of the offer : the processing of the questions or the requests for complements on the part of the contracting entities and clients.
  • Prepares and co-ordinates bidding and negotiation meetings until Best and Final Offer.
  • Provides post-offer processing, either in the case of contract award (transfer of data to the PM), or bid document files archiving and lesson learn sessions.
