The position
The Global Security Lead (GSL) is responsible for developing, implementing, and overseeing comprehensive security and risk management strategies across all regions where
Aga Khan Health Services (AKHS) operates. This role ensures the safety and security of staff, patients, assets, and operations in alignment with the organization’s mission to deliver healthcare in complex, high-risk, and often fragile environments.
The GSL provides technical expertise, strategic leadership, and operational support to country security teams and senior management, ensuring that security practices are integrated into all areas of programming and support functions. This includes policy development, incident management, training, compliance monitoring, and direct response to critical events.
Geographical Areas of Responsibilities:PakistanAfghanistanKenyaTanzaniaTajikistanKyrgyzstanSyriaIndia (anticipated 2029)Key Responsibilities:Develop and maintain the global security risk management system for AKHS. Manage risk thresholds across programme activity, develop contextual analysis (Political, Economic, Social, Operational, Security) and advise senior management.Ensure the AKHS security strategy and operations aligns to the AKDN SLS system, industry standard best practice, and meets all legal and regulatory requirements.Develop and implement emergency preparedness and response plans that address the full spectrum of potential threats and hazards.Lead organisational global crisis management capability.Develop and implement security policies and procedures, including risk assessments, threat and vulnerability assessments, security audits, and security awareness programs for all staff.Support the development of field based security plans, analysis and training for safe programming. Identify offices or programmes (mobile health teams etc) that require safety improvements, advise best practice in relation to context and financial capacity.Provide security technical input to country level operations, including, CCTV, access control systems, intrusion detection systems, fire alarms, and other related technology.Develop and maintain strong relationships with law enforcement, government officials, diplomatic, International Organisations (IO), and INGOs.Represent the organization in security coordination platforms and relevant forums globally.Oversee investigations into security incidents.Develop and manage the annual security budget. Recommending security investment to HQ and country operations.Lead the annual AKDN global security audit and Operational Readiness Reviews (ORR).Provide capacity building training for county CEOs, security managers and Security Focal Points (SFPs).Develop, enhance, and foster a strong organisational security culture.Deploy regularly and/or as required to field locations to ensure security standards are maintained and in support of security or safety related concerns or to assist in crisis/critical incident management.Perform any other duties as may be assigned from time to time by the line manager.Be guided by the AKHS Code of Conduct including the institutional safeguarding principles in all dealings.Consider institutional Net-Zero targets and plans when carrying out responsibilitiesThe requirements
Academic and Professional qualifications:
Relevant degree or formally accredited risk management qualification at level 6.Certifications such as CSMP, CPP, PSP, ISO 31000 etc.Work Experience:Minimum 10 years of progressive experience in the field of security and safety, preferably within INGO’s, healthcare or the humanitarian sectors.Demonstrated experience in managing security across multiple countries or regions, including fragile and conflict-affected areas.Proven success in designing and implementing security systems, policies, and training programs.Experience in budget design and management.Technical & Soft Skills:In-depth understanding of security risk management, industry best practice and crisis response.Ability to implement and manage security and safety strategies in complex and high-risk settings.Experience of the humanitarian security strategies, acceptance, deterrence, protection.Technologically literate, familiar with all security technical systems, including tracking, information management platforms, CCTV, access control systems, Intruder detection systems.Ability to work cross functionally within the organisation and cross culturally in an international context.Can develop operational security plans and key performance objectives for field programmes.Strong knowledge of conflict and political violence in Central Asia, Middle East and East Africa.Effective communicator at all levels. Strong ability to deliver written and verbal briefs.Proven ability to lead, motivate and train security practitioners within AKHS.Ability to develop, build and nurture external stakeholder relationships.Experience managing projects and initiatives in large multinational organisations.Experience in healthcare, public health, or hospital security is a strong asset.Previous military or policing experience a plus.Familiarity with Joint Commission International (JCI) and/or WHO security standards.Understanding of safeguarding, duty of care, and workplace violence prevention frameworks.Fluent in English.Willingness to travel frequently (40%), often to high-risk locations.Ability to work flexible hours, especially during emergencies or crisis situations.Sector
