Open to contractual candidates: Yes, as an exception for civil servant applications.
Contractors may be recruited for service needs or due to the nature of functions when no civil servant application has been successful. The proposed contract cannot exceed three years, renewable up to a maximum of six years.
Working hours: Full-time
Location: Anglet, a city of over 40,000 inhabitants on the Basque Coast, offering a quality of life with 11 beaches, a 230-hectare forest, and proximity to the Pyrénées and Spain.
The Department of Childhood, Youth, and Families coordinates educational actions related to young children's reception, school affairs for public elementary and nursery schools, after-school care, and youth autonomy support.
The HR and Accounting Manager, under the Director's responsibility and within the HR and Accounting team, ensures decentralized HR and Catering Accounting missions for 220 agents and 700 invoices/year.
He/she guarantees the follow-up and execution of HR processes and budget execution related to the Catering Service, proposes tools for monitoring HR management processes, ensures validation levels within the departments, and monitors payroll and activity statistics.
Conditions of exercise: Permanent full-time position, 39 hours per week with RTT, open to civil servants and category C or B administrative staff, as well as contractual agents according to the Public Service Code.

Profile Sought
Diploma in HR management, administration, or significant experience in similar roles.
