Une collectivité locale recherche un Technicien pour rejoindre son service de gestion des usages d'assainissement. Le candidat sera responsable de la facturation des services d'assainissement incluant la vérification des autorisations et la gestion des réclamations. Responsabilités

  • Établir la facturation des services d'assainissement et répondre aux réclamations.
  • Assurer la gestion de la facturation, y compris la vérification des autorisations.
  • Participer à l'approche qualité et échanger des informations avec les distributeurs d'eau.

A contract worker can be recruited for service needs or due to the nature of the functions if no civil servant application is successful. The proposed contract cannot exceed three years, renewable up to a maximum of six years.

Job Details

Within the Usages Reception and Management Service of the Sanitation Department, under the authority of the team leader of Reception, you will be responsible for establishing various sanitation service billing, including connection work billing and commissioning, PFAC billing with entry and verification of building permits, industrial fee billing, and billing for borehole usage and notary services. You will also handle responses to claims related to these billings.

Responsibilities / Conditions of Exercise

  • Ensure PFAC billing with entry, verification, and follow-up of building permits and respond to related claims.
  • Ensure connection billing, including pre-billing verification, anomaly handling, role entry, and sending commissioning letters to petitioners, and respond to related claims.
  • Ensure billing for industrial fees, boreholes, notary services, and drainage matters, and respond to related claims.

Secondary Activities

  • Participate in quality approach.
  • Exchange information with water distributors responsible for sanitation fees (HELO, SAUR).

Profiles Sought

  • Hold a Bac to Bac+2 diploma or have similar experience of 3 years.
  • Possess a B driving license.
  • Knowledge of regulations related to sanitation (decrees, community deliberations…).
  • Basic understanding of urban planning regulations.
  • Master billing software, GIS, office applications, and related tools.
  • Basic accounting knowledge.
  • Good command of spelling, grammar, syntax, and secretarial techniques.
  • Knowledge of public reception rules and requirements.
  • Ability to establish, cancel, or reduce an invoice.
  • Ability to search and update relevant information (notably urban planning regulations).
  • Good written and oral communication skills.
  • Ability to listen, rephrase user requests (billing complaints).
  • Ability to respond or direct questions appropriately.
  • Adaptability, versatility, teamwork, and autonomy.
  • Effective communication within and outside the team.

Additional Details

  • Full-time position with possible CDI for non-civil servants.
  • Cycle of 38h35 per week - Monday to Friday, with 29 paid leave days, 17 RTT days, and 2 possible split days.
  • Salary based on seniority + annual bonus + optional meal vouchers or restaurant card + holiday checks.
