BACKGROUND

The Global Buildings Performance Network (GBPN) is an international not-for-profit organisation dedicated to accelerating the transformation of the building sector to achieve zero-carbon, resilient, and healthy built environments. GBPN works with governments, industry, and civil society partners to advance ambitious policy reform, knowledge-sharing, and implementation support in building energy performance, resilience, climate health, and sustainable building in the world’s fastest urbanising geographies. We take a unique evidence-based ‘bottom-up’ approach that empowers local stakeholders to drive change supported by a global network of local experts sharing knowledge and best-practices.

As GBPN enters its next phase of growth, the organisation seeks to significantly scale up its activities and impact between now and 2030. To achieve this, GBPN requires a robust and actionable funding strategy that will enable long-term financial sustainability and increased capacity to deliver on its mission.

Purpose of the Assignment

GBPN is seeking to engage an experienced external consultant to support its Funding and Business Development Committee in developing a comprehensive funding strategy. This strategy will provide a clear roadmap for mobilising resources from philanthropic donors, multilateral agencies, and other financing partners to scale GBPN’s activities up to 2030.

Objectives

The objectives of this consultancy are to:

  • Assess GBPN’s current funding landscape, donor positioning, and organisational needs.
  • Identify and prioritise opportunities for large-scale philanthropic and multilateral funding aligned with GBPN’s mission.
  • Co-create a funding strategy in collaboration with GBPN’s Board Funding and Business Development Committee, GBPN Indonesia Board, and Glocal Management Group.
  • Deliver an actionable funding strategy (2025–2030) that is practical, diversified, and sustainable.
  • Facilitate engagement with GBPN leadership to ensure ownership and alignment of the strategy.
SCOPE OF WORK

The consultant will:

  • Review GBPN’s current strategic plan, existing donor relationships, and funding history at global and country program level.
  • Map potential donor and funding priorities and opportunities, aligned with our Theory of Change , including:
    • Large-scale philanthropic foundations and multilateral institutions, and innovative funding opportunities including blended finance and global climate finance.
    • Country-specific funding for targeted implementation, technical assistance.
  • Develop funding prioritization criteria, scenarios, strategies tailored to GBPN’s programmatic priorities in building sector mitigation, adaptation, resilience, green finance, climate health, and affordable housing at global and country levels.
  • Propose an implementation roadmap, including a pipeline for significantly scaling up funding by 2030 and the necessary capability needs, roles and responsibilities, timelines, resourcing and tools and systems required.
  • The implementation roadmap should include short-term, medium-term, long-term financial targets according to GBPNs funding goals & opportunities, along with monitoring, evaluation & learning framework.
  • Facilitate four (4) progress meetings with the Board Funding and Business Development Committee (one per month).
  • Incorporate feedback from the Board and management through an internal review and refinement process.
  • Deliver the final funding strategy to be tabled for approval at the GBPN Board Meeting on 4 December 2025.
  • Inception Note & Workplan (within 2 weeks of start).
  • Funding Landscape Analysis & Opportunity Map for global to local and local to global funding.
  • Draft Funding Strategy and implementation roadmap (2025–2030).
  • Facilitation of 4 progress meetings with the Funding & Business Development Committee.
  • Final Funding Strategy document, including an implementation roadmap and fundraising pipeline, submitted ahead of the Board meeting on 4 December 2025.

  • Start Date: Immediate (September 2025)
  • Completion: 4 December 2025
  • Key Milestones:
    • Inception Note: September 2025.
    • Monthly Progress Meetings: September–November 2025.
    • Draft Strategy: November 2025.
    • Final Strategy: December 2025.
Reporting & Coordination

The consultant will report to the GBPN Funding and Business Development Committee Chair, and will work closely with:

  • GBPN Board Funding and Business Development Committee.
  • GBPN Glocal Management Group.

The consultant should demonstrate the following:

  • Minimum of 10-15 years’ experience developing funding and business development strategies for international climate-related NGOs.
  • Proven track record in mobilising large-scale philanthropic and multilateral grants.
  • Strong understanding of climate finance and donor landscapes relevant to GBPN’s mission.
  • Experience in the fields of climate & development funding – particularly mitigation, adaptation, resilience, green finance, climate health.
  • Building sector and affordable housing experience is desirable.
  • Excellent facilitation, communication, and strategy co-creation skills.
  • Availability for immediate engagement and completion of deliverables within the specified timeframe.
