Job Description: Marine Services Procurement Specialist

ASN is the world leader in delivering turnkey submarine networks. We provide comprehensive services and product manufacturing, collaborating closely with a network of suppliers, with an annual spend of approximately 800 million euros.

In collaboration with Project Management, Industrial, and Marine Organizations, the ASN Purchasing team manages all party sourcing strategies.

Role Overview: The candidate will be responsible for purchasing marine services related to Permits in Principal for telecom cable installation and marine survey services worldwide. These services will be procured from three pre-selected suppliers in coordination with Project Managers, Legal, Insurance, HSE, Taxes & Compliance departments, and the Technical Competence Center.

Main Scope / Categories:

• Marine Permits (governmental permits)
• Terrestrial telecom cable station services

Key Responsibilities:

• Develop and implement yearly sourcing strategies aligned with forecasted activities to ensure timely project delivery within budget, meeting Purchasing KPIs such as cost savings, payment terms optimization, supplier availability, and quality.
• Drive processes to meet targets, including make-or-buy strategies, tactical sourcing with RFI and RFQ, and supplier portfolio optimization.
• Screen and evaluate suppliers to ensure competitive bidding.
• Utilize negotiation tools effectively to secure favorable terms.
• Validate Purchase Requisitions (PR) and Purchase Orders (PO) prior to work commencement.
• Perform and utilize Supplier Risk Assessments (SRA), Supplier Business Reviews (SBR), and Scorecards.
• Ensure supplier qualification and compliance with HSE and local legal requirements.
• Provide supplier training when necessary.
• Support cross-project collaboration and manage change effectively.

Qualifications and Skills:

• Excellent oral and written communication skills in French and English.
• Proficiency in Microsoft Office 365 (including Excel) and SAP.
• Ability to multitask across multiple projects.
• Legal knowledge of supply contracts.
• Experience in purchasing within the Oil & Gas or maritime industries is preferred.

Travel may be required for this role.
