This individual contributor role offers a critical opportunity to shape Moderna’s value and evidence strategies across France and Spain. As HEOR Lead, you will craft and execute localized, evidence-based narratives that support successful pricing, reimbursement, and optimal patient access to Moderna’s vaccine and therapeutic portfolios. Collaborating cross-functionally and externally, you will lead the adaptation of health economic models, generate local data, and guide HTA submissions. Reporting to the Executive Director of HEOR in Cambridge, MA, with a dotted line to local Market Access Leads, your work will drive the regional success of Moderna’s value-based strategy through data-driven insights and strategic evidence planning.

Here’s What You’ll Do

Your key responsibilities will be:

  • Lead the development and execution of a cohesive HEOR strategy for France and Spain, aligned with national and institutional market access objectives.

  • Adapt and validate economic models (public health impact, cost-effectiveness, budget impact) in line with HAS/CEPS (France) and AEMPS/Ministry of Health/regional agencies (Spain) HTA standards.

  • Generate robust local data (cost, burden of disease, real-world evidence) to reinforce the value positioning of Moderna’s vaccines and therapeutics.

  • Drive and manage HTA submissions, presenting compelling evidence to support pricing and reimbursement outcomes.

  • Represent local HEOR needs, identify evidence gaps, and guide prioritization of activities to align with payer and stakeholder expectations.

Your responsibilities will also include:

  • Serve as the key HEOR expert for internal cross-functional teams, contributing to early access strategies, benefit assessments, and payer negotiations.

  • Develop peer-reviewed publications, data visualizations, and presentations for external scientific dissemination.

  • Build strategic relationships with KOLs, academic institutions, and governmental bodies to ensure HEOR insights remain impactful and relevant.

  • Offer input into long-term planning cycles, ensuring that HEOR insights are embedded into critical decision-making milestones.

  • Support the development of HEOR-driven content for omnichannel engagements with payers and stakeholders.

    As the local HEOR Lead, you will independently drive HEOR strategy for two countries. The ability to operate with autonomy, accountability, and vision will be essential to establishing the long-term success of Moderna’s value demonstration and access strategies in France and Spain.

Here’s What You’ll Need (Basic Qualifications)

  • Ph.D., Sc.D., or Dr.P.H. in a relevant field OR a clinical degree (e.g., medicine, pharmacy, nursing) and a master’s degree in a related discipline

  • 5+ years of progressive experience with HEOR

  • Fluency in English and French and/or Spanish

Here’s What You’ll Bring to the Table (Preferred Qualifications)

  • Minimum of 7 years’ experience in the biopharmaceutical and/or vaccines industry

  • Strong understanding of local healthcare systems, reimbursement processes, and public policy decision-making in France and/or Spain

  • Direct experience with HTA/NITAG processes and submission requirements

  • Proven ability to generate payer-relevant evidence, including real-world data and economic models

  • Experience preparing value, tender, and recommendation dossiers

  • Strong foundation in evidence-based medicine, HEOR research standards, and analytics methods

  • Excellent communication skills, with the ability to simplify complex data for internal and external stakeholders

  • Demonstrated ability to build external networks and influence cross-functional teams without authority

  • High level of organization, able to manage competing priorities and short timelines

  • Passion for improving population health and enabling access to vaccines
