The Coalition of Finance Ministers for Climate Action

The Coalition, established in 2019, is based around the six Helsinki Principles, endorsed by all member countries. The World Bank’s Climate Change Group and the IMF host the Secretariat, which consolidates expertise within the World Bank and IMF to support the Coalition’s work.

Roles and Responsibilities

The Coalition is expanding rapidly, aiming to reach 100 member countries, with increasing expectations for peer exchange, knowledge sharing, capacity building, and impactful policy implementation.

The Senior Program Officer should possess current technical knowledge of climate finance, private sector engagement, and financial sector policies relevant to diverse country contexts. They must be tactful facilitators of political dialogue, excellent relationship builders, strategic advisors, and skilled organizers, balancing technical service with coordination of workstreams and key activities.

Key Responsibilities include:
  • Designing the Coalition’s work program related to financial sector policies, private sector engagement, green financing, blended and transition financing, and supporting partners.
  • Leading the implementation of the annual work program on climate finance topics such as private finance mobilization, nature financing, transition finance, adaptation finance, and NDCs.
  • Coordinating the preparation and execution of relevant workshops.
  • Producing and publishing knowledge products, papers, and policy briefs, ensuring quality and relevance.
  • Supporting preparations and providing technical input for Ministerial Meetings at WB/IMF Annual Meetings, COPs, and other fora.
  • Leading peer learning engagements on climate finance instruments and private sector engagement.
  • Managing communication outreach, reporting systems, and supervising the preparation of the Annual Report.
  • Engaging with stakeholders to identify collaboration opportunities.
  • Representing the Secretariat at the request of the Co-Chairs.
Minimum Education and Experience
  • Master’s degree in finance, economics, or a related field; experience in finance ministries or with the Coalition preferred.
  • At least 8 years of relevant experience in environmental/climate finance, stakeholder engagement, and policy development.
  • Experience in designing, facilitating, and writing on climate finance topics, with publications preferred.
  • Strong coordination, communication, and strategic thinking skills.
  • Proven ability to manage teams and work in multicultural environments.
  • Excellent English communication skills, both oral and written, with a publication record on climate finance.
Other Skills
  • Expertise in intergovernmental processes.
  • Experience working with finance ministries or government agencies is a plus.
  • Strong facilitation and presentation skills.
  • Flexibility and adaptability in complex environments.
  • Effective interpersonal skills and capacity for teamwork across organizational boundaries.
