Director General, Operational Partnership
The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is "Financing Infrastructure for Tomorrow" in Asia and beyond—focusing on sustainable infrastructure. Established in Beijing in 2016, AIIB has grown to 110 approved members worldwide, capitalized at USD 100 billion, and rated AAA by major credit agencies. The bank collaborates with partners to meet client needs by unlocking new capital and investing in green, technology-enabled infrastructure that promotes regional connectivity.
As a member of the Senior Management team and reporting to an Executive Committee member, the Director General, Operational Partnership is responsible for enhancing AIIB's presence and engagement in the international development system and mobilizing resources to support investment operations, aligning with the bank's mission to "Finance Infrastructure for Tomorrow."
Responsibilities:
- Mobilization and management of Special Funds resources
- Mobilize resources from current and potential donors to support AIIB's investment projects.
- Manage the day-to-day operations of the bank's Special Funds, including various specific funds and partnerships with global facilities, private financial institutions, and philanthropies.
- Provide matchmaking services for investment operations through digital platforms, connecting providers of concessional resources with project opportunities.
- Strengthen operational partnerships with providers of upstream and downstream concessional support, including multilateral funds, bilateral agencies, development finance institutions, and philanthropies, through innovative strategies to catalyze co-investments.
Strategic partnership management
- Design and implement the bank's partnership strategy to advance its corporate goals through resource mobilization.
- Coordinate efforts to engage with MDBs, development finance institutions, private sector entities, and other partners to support investment activities.
- Develop innovative partnership approaches to mobilize private capital, aiming for private sector financing to constitute 50% of annual financings.
- Manage engagement with global platforms like G20, COP, FiCS, ASEAN, providing strategic advice to enhance AIIB's international position.
- Represent AIIB at high-level bilateral and multilateral meetings as needed.
Team building
- Lead and develop a high-performing team focused on strategic partnerships and resource mobilization.
- Encourage cross-departmental collaboration and knowledge sharing.
- Oversee departmental planning and budgeting.
- Perform additional tasks as assigned.
Requirements:
- At least 20 years of relevant experience managing partnerships in international organizations and the private sector, with a focus on development finance.
- Master's degree in finance, economics, development studies, business administration, or related fields.
- Proven success in developing partnerships and client engagement in complex, global contexts.
- Experience with operational policies and managing technical assistance funded by global partnership facilities is advantageous.
- Extensive experience in project and infrastructure financing across sectors and regions, especially in Asia.
- Strong problem-solving skills and a record of achieving results in high-pressure environments.
- Demonstrated leadership and interpersonal skills, capable of managing diverse teams and stakeholders.
- Excellent English communication skills, both written and oral, suitable for high-level representation.
